About this file

This is a Combined Synopsis/Solicitation Notice and Request for Quote (RFQ) for kitchen equipment and installation services. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 19 (Contracting Office: NCO 19, Greenwood Village, CO 80111) is seeking quotes for a three-compartment sink with pot scrubber wash sink, garbage disposal system, and related installation services for the Salt Lake City VA Medical Center. The solicitation number is 36C25926Q0736, with quotes due by 08:00 AM EST on August 31, 2026, submitted electronically to kenneth.finchum@va.gov. The procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with NAICS code 562219 and Product Service Code 7320. Bidders must verify SDVOSB certification status in the SBA Small Business Certification database at time of quote submission and award; failure to do so renders the offer non-responsive.

The Statement of Work specifies replacement of an end-of-life Turbowash sink with a Champion Bi-Line Vortex model or comparable equivalent featuring an industrial 15-inch, 2-HP disposer; pot scrubber wash tank with eight 1-1/2-inch angled stainless steel nozzles and 3-HP pump motor; and rinse and sanitize compartments. The L-shaped unit must accommodate specific dimensions (191 inches left to right, 50.5 x 34 inches front to back) and be installed within six months of contract award during business hours (Monday-Friday, 8 AM to 5 PM, excluding federal holidays), with installation completed within five business days. Installation includes removal of existing equipment, final hook-ups within five feet of existing utilities, electrical and plumbing connections, vent adaptor reinstallation, steam booster installation as needed, equipment validation, packaging removal, and end-user training. The Government will award on a firm-fixed-price, all-or-nothing basis to the responsible offeror whose quote is most advantageous considering technical capability, price, past performance, and compliance with VA Notice of Limitations on Subcontracting. For services contracts, contractors must comply with the 50% subcontracting limitation, meaning they cannot pay more than 50% of government payments to firms that are not VIP-listed SDVOSBs or VOSBs. Offerors must submit four volumes: Technical Capability/Quality, Price, Past Performance (maximum three recent and relevant efforts within five years), and completed VAAR 852.219-75 certification regarding subcontracting compliance. Questions deadline is 12:00 PM MST on August 28, 2026.

It is meant for general measurement only. Contractor travel to ensure specifications are met prior to implementation to be included in plan.

The system requires full replacement of 3 compartment sink including a pot scrubber wash sink with jets, disposal and disposal cone sink with faucets. Disposal sink to have extension spring loaded faucet. Pot Scrubber sink to include long headed swivel faucet plus spring-loaded extension faucet with hot and cold water options, Rinse sink to have long headed swivel faucet with hot/cold water and sanitizer sink to have long headed swivel faucet with hot/cold water.
