Borescope Inspection Kits for Eastern Colorado Healthcare System (ECHCS)

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.

* The deadline for all questions is 12:00 MT, June 23rd, 2026.

All questions must be submitted in writing no later than the question cut-off date marked above. All questions will be answered officially through an amendment to the solicitation.

** Quotes are to be provided to eric.adusei@va.gov no later than 14:00 MT, June 26th, 2026.

Quotes shall not be hand carried. Faxed quotes shall not be accepted. Emailed quotes are the only method of submitted quotes (10MB email limit). The Government reserves the right to make the award solely on initial Quotes received. Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. This RFQ shall be completed in its entirety, and signed and dated, failure shall not be considered for award.

(ii) This is a Request for Quote (RFQ), and the solicitation number is 36C25926Q0551. The government anticipates awarding a firm-fixed price contract resulting from this solicitation.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.

(iv) The North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical and Medical Instrument Manufacturing with a business size standard of 800 Employees. This solicitation is 100% set-aside for service-disabled veteran owned small businesses (SDVOSB).

(vi) Description of Requirements for the items/Services to be acquired: The requirement is for Borescope Inspection Kits. The contractor shall reference the attached Statement of Need (SON) for all required salient characteristics of the kits.

(vii) Delivery and acceptance are to be F.O.B Destination (RFO 52.247-34) at the VA Eastern Colorado Health Care System (ECHCS), located at:

(viii) 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition

(a) Any award made as a result of this solicitation will be made on an All or Nothing Basis.

(b) State if quoted items are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract.

(c) If the acquisition is set-aside for SDVOSBs/VOSBs, their socioeconomic status must be verified and visible in the SBA Small Business Certification (SBS): https://search.certifications.sba.gov/ at the time of quote submission AND award, or will be considered non-responsive, and will NOT be considered for award.

(d) Offerors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. If such contact occurs and found to be prejudicial to competing contactors, the offeror making such contact may be excluded from award considerations.

(e) All proprietary information shall be clearly and properly marked. If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror’s page limitations unless otherwise indicated in the specific volume instructions below.

(f) All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote.

(g) ADDENDUM to RFO 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL

Submission of quote shall include the following volumes: (I) Technical capability or quality offered to meet the Government requirement; (II) Price; (III) Completion of VAAR 852.219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction and RFO 52.225-2 Buy American Certificate.

Volume I - Technical capability or quality to meet the Government requirement.

The offeror shall submit their quote demonstrating how it meets the requirements of the Statement of Need (SON) and solicitation.

Volume II – Price The offeror shall complete the pricing schedule provided in Section (v) above: Price/Cost Schedule

Volume III – Completion of VAAR 852.219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction and RFO 52.225-2 Buy American Certificate.

The offeror shall complete the provision VAAR 852-219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction. Offeror must list any/all subcontractors (and their size standard IAW NAICS 811210) if they will be utilized for this requirement AND what they will be performing. How is your firm going to comply with Limitations on Subcontracting requirements? If no subcontractors will be used, please state “No Subcontractors will be used for this requirement” in the response.

Offerors shall submit a completed Buy American Certificate in accordance with the requirements of FAR 52.225‑2, Buy American Certificate. The certificate must clearly identify whether each end product offered is a domestic end product or a foreign end product as defined by the clause. Failure to provide a properly completed certificate may render the quote ineligible for award.

(ix) 52.212-2, Evaluation--Commercial Items applies to this acquisition.

ADDENDUM to RFO 52.212-2 EVALUATION—COMMERCIAL ITEMS:

(a) The Government will award a contract resulting from this solicitation to the offeror responsible whose offer conforming to the solicitation will be most advantageous to the Government considering price and other factors.

(b) The following factors shall be used to evaluate quotations:

Factor I. Technical capability or quality offered to meet the Government requirement Factor II. Price

(c) Evaluation Approach. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use comparative analysis. The following factors will be used to evaluate offers:

Factor I. Technical capability or quality offered to meet the Government requirement: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.

Factor II. Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet or exceed the technical capability or quality of the service offered to meet the Government requirement, as stated in Factor 1, shall not be selected regardless of price.

If offeror does not provide all volumes as outlined in RFO 52.212-1 Instructions, the offer may be considered non-responsive.

(x) 52.212-4, Contract Terms and Conditions--Commercial Items – applies to this acquisition Any inconsistencies in this solicitation or contract shall be resolved by giving precedence IAW 52.212-4(r). By submitting a quote, the offeror understands that quotes will not be referenced in 1449 and clauses incorporated in the solicitation will dictate the contract. All offerors shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under the contract IAW RFO 52.212-4(q). The Government reserves the right to deny requests for clause changes that are not included in this solicitation should the request be inconsistent with the RFO or VAAR.

(xii) Additional contract requirements or terms and conditions:

52.222-90 ADDRESSING DEI DISCRIMINATION BY FEDERAL CONTRACTORS (APR 2026)

(a) Definitions. As used in this clause—

Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs; associations; or similar opportunities that are sponsored or established by the contractor or subcontractor.

Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.

(b) In connection with the performance of work under this contract, the Contractor agrees as follows:

(1) The Contractor will not engage in any racially discriminatory DEI activities;

(2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause;

(3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts;

(4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and

(5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause.

(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).

(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.

Statement of Need:

Purpose:

The Rocky Mountain Regional VA Medical Center (RMRVAMC) has an identified requirement to procure six (6) replacement Borescope Inspection kits to support Sterile Processing Service operations. The existing units have proven fragile and no longer meet operational needs. Refer to the salient characteristics below.

Salient Characteristics:

Minimum Salient Characteristics — Borescope Inspection Kit

1. Imaging Modality (Non‑fiber):

The system shall provide video‑based imaging using a digital sensor (i.e., not fiber‑optic imaging).

2. Kit Configuration (Two borescopes included):

The kit shall include two borescopes:

· One 39‑inch borescope, 1.3 mm (±0.1 mm) outer diameter.

· One 98‑inch borescope, 1.3 mm (±0.1 mm) outer diameter.

3. Additional Camera Option:

The system shall support an optional 1.0 mm (±0.1 mm) outer‑diameter borescope with 59‑inch (±2 in) length.

4. Software Independence & Integration:

· Shall operate without proprietary software installation (plug‑and‑play with standard Windows workstation via USB or equivalent).

· Shall integrate with instrument‑tracking quality feedback workflows, including the ability to interface with existing quality feedback modules (e.g., systems in use such as Censis), without requiring custom development.

5. Waterproofing & Decontamination Use:

The borescopes and camera components shall be waterproof to at least IPx7 (or higher), suitable for use below the waterline and in decontamination areas per manufacturer Instructions for Use (IFU).

6. Modular, Maintainable Design (Operational Continuity):

· The system shall utilize a modular architecture with field‑replaceable camera/borescope components.

· The system shall support adding spare cameras/borescopes and plug‑and‑play connectivity at individual workstations.

7. White Balance / Color Fidelity:

The imaging solution shall include an adjustable or automatic white‑balance feature and shall produce true‑color images suitable for visual inspections and documentation.

8. Sterilization Compatibility (VHP):

Borescopes and relevant components shall be compatible with vaporized hydrogen peroxide sterilization methods and validated for use in systems such as ASP STERRAD® and STERIS V‑Pro®, in accordance with the manufacturer’s IFU.

Scope of Work:

The Sterile Processing Service at the Rocky Mountain Regional VA Medical Center (RMRVAMC) requires a one-time procurement of more durable and cost‑effective borescopes to replace the currently fragile units, which have resulted in frequent and costly replacements. The MOLE QVI system provides the necessary capability to perform reliable Quality Visual Inspections by offering a durable, ultra‑slim, and flexible digital camera designed to detect structural damage, contaminants, and moisture within instrument lumens. This enhanced durability and imaging quality support routine inspection requirements, ensure compliance with reprocessing standards, and enable in‑house staff to perform thorough internal assessments that cannot be achieved with the existing equipment.

Equipment will be shipped in original OEM packaging and will be inspected upon receipt to ensure equipment is free of defect and/or damage. The equipment will ship complete, no partial shipments will be accepted.

Date of manufacture must not be greater than 2 years before the purchase order date. The equipment must not be used or refurbished. Any batteries provided with the unit will not be manufactured more than 12 months before the purchase order issue date.

The vendor will provide all applicable service manuals, maintenance requirements, and part lists.

Delivery shall be within 30 days from time of award.

Equipment shall be delivered to the Rocky Mountain Regional VA Medical Center located at 1700 N. Wheeling Street, Aurora, CO 80045.

Delivery Hours of Operation: Monday – Friday; 0700hrs – 1500hrs; excluding all Federal Holidays.

Delivery will be coordinated through the On-Site Point of Contacts (POCs) Inspection:

Prior to acceptance of the goods or services provided under this contract, inspection and testing will be performed by the government.

Warranty:

The Contractor shall provide all manufacturer’s warranty with products upon delivery. Warranty shall commence upon acceptance by VA representative and verification of operational functionality.

The warranties shall include all travel and shipping costs associated with any warranty repair.

Deliverables:

Operation and Maintenance Manuals Recalls:

The Vendor shall immediately notify all affected VA Medical Centers and designated POC in the event of a device recall, removal, required adjustment, or required modification that is suggested or mandated by the Vendor, distributor, manufacturer, or any regulatory or government agency. The following information shall be included in this notification:

A complete item description and identification (to include lot or serial numbers where applicable); administrative identification data including order numbers and order date; reasons for recall, removal, adjustment, or modification; and Instructions for appropriate corrective action.

Special Work Requirements:

The removal/disposal of waste and/or excess material shall be the responsibility of the vendor.
