About this file

This is Amendment 001 to a Request for Quote (RFQ) for replacement medical air equipment at the Grand Junction VA Medical Center in Colorado. The amendment addresses questions submitted by vendors prior to the July 14, 2026 question deadline and provides clarifications on key requirements and site conditions.

The Government will not provide existing medical air load calculations; vendors must perform their own calculations per NFPA 99 standards and reference Plumbing PG-18-10 paragraph 8.2.3.2(k) for desiccant dryer sizing. OSHPD Seismic Certification is required only for the medical vacuum pump system, not the air compressor system. Regarding site access and existing infrastructure, the Government has limited as-built drawings and photos available; vendors are strongly encouraged to complete an independent site survey to assess mechanical room layout, equipment delivery paths, door/corridor widths, elevator access, and existing piping and electrical tie-in locations. The alarm panel make and model information remains pending. The contract period of performance shall not exceed 120 days from award, with award anticipated within a few weeks of quote receipt. Vendors should include in their quotes anticipated delivery lead times and installation/verification timelines. Environmental conditions at the mechanical room include relative humidity varying between 15-65% depending on season and time of day (use 20% RH for worst-case summer afternoon calculations), and maximum room temperature in the mid-to-late 80s Fahrenheit. Quotes must be submitted via email to stephanie.cahill@va.gov by July 22, 2026 at 12:00 PM Mountain Time, with a 4MB email limit, and must be signed and dated in their entirety. The Government anticipates awarding a firm-fixed price contract.

Amendment 001 to Solicitation #36C25926Q0523 (Replacement Medical Air Equipment)

This amendment’s purpose is to list and answer the questions submitted by the questions deadline as specified in the solicitation.

Questions and Answers:

1. Desiccant Dryer / Medical Air Load Calculation: The scope states that the desiccant air dryer shall be sized for the calculated system demand. Can the Government provide the existing or required medical air load calculation? Also, please confirm the required dryer dew point, or whether the system should be sized to the standard NFPA 99 medical air dew point requirement.

No, you will have to do the calculations. See Plumbing PG-18-10 paragraph 8.2.3.2(k).

1. Seismic Certification The solicitation specifically identifies OSHPD Seismic Certification for the medical vacuum pump system. Please confirm whether OSHPD Seismic Certification is also required for the medical air compressor system.

No, it is not.

1. Site Access / Rigging / Equipment Placement Can the Government provide any available photos, drawings, or layout information for the mechanical room and the equipment delivery path? Specifically, we are requesting door widths, corridor widths, elevator information if applicable, and any known rigging or access limitations. Please also confirm whether the new equipment is expected to be installed in the same footprint/location as the existing equipment.

As available, however we request that you complete a site survey.

1. Existing Piping and Electrical Tie-Ins Can the Government provide any available as-built drawings, photos, or additional information showing the existing medical air and medical vacuum piping connection points, electrical panels, disconnects, and tie-in locations?

As available, however we request that you complete a site survey.

1. Alarm Panel Compatibility Please provide the make and model of the existing area alarm panels and master alarm panels that the new equipment will need to communicate with.

**Pending additional information**

1. Award / Start Timeline: The solicitation states that the period of performance shall not exceed 120 days from award. Is there an anticipated award date or estimated project start timeframe that offerors should use for planning and equipment lead time purposes?

Once quotes are received, it is anticipated that an award would be made within a few weeks. However, no set dates can be provided. Upon receipt of award, the vendor would be expected to attend a post-award meeting to discuss logistics and a more firm timeline. Offerors should include in their quote package their anticipated delivery lead times as well as an estimate of how long the installation and verification process would take once equipment is onsite.

1. Relative Humidity of installation area?

The mech room is around 25%, but this varies.
