The Department of Veterans Affairs, Veterans Integrated Service Network 19, through the Network Contracting Office (NCO 19) located in Greenwood Village, Colorado, is soliciting annual calibration services for biomedical test equipment at the George E. Wahlen VA Medical Center in Salt Lake City, Utah. The solicitation number is 36C25926Q0451, with quotes due by June 8, 2026 at 2:00 PM Mountain Time. Questions must be submitted by June 3, 2026 at 12:00 PM Mountain Time. Quotes must be emailed to eric.ayers@va.gov with a 4MB email limit; no hand-carried or faxed submissions are accepted. The government anticipates awarding a firm-fixed price contract and reserves the right to make an award based solely on initial quotes received without discussions.

This is a total small business set-aside procurement under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34 million business size standard. The product service code is H266. Specific line items requiring calibration are listed in Attachment 2 (Price Schedule). Offerors must be OEM-authorized dealers verified by authorization letters; gray market items and remanufactured goods are expressly prohibited, with breach of contract remedies available to the VA upon delivery of such items. The award will be made on an all-or-nothing basis. Evaluation will prioritize the lowest-priced, technically acceptable quote meeting Statement of Work requirements outlined in Attachment 1. The contract may include options to extend services up to 6 months and to extend the contract term up to 5 years total, with rates adjusted only per prevailing labor standards. Offerors must complete the RFQ in its entirety, sign and date all submissions, and comply with numerous federal clauses including restrictions on gray market items (VAAR 852.212-71), service contract labor standards, and various compliance certifications.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL

(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufacturers or gray market items will be acceptable.

(b) Offeror shall be an OEM-authorized dealer, verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and services associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.

(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.

(d) Any award made as a result of this solicitation will be made on an All or Nothing Basis.

(e) State if quoted items are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract.

(f) If the acquisition is set-aside for SDVOSBs/VOSBs, their socioeconomic status must be SBA verified and visible in the Small Business Search Certification: https://search.certifications.sba.gov at the time of quote submission AND award, or will be considered non-responsive, and will NOT be considered for award.

(g) Offerors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. (End of Addendum to 52.212-1)

(viii) 52.212-2, Evaluation--Commercial Items applies to this acquisition.

ADDENDUM to FAR 52.212-2 EVALUATION—COMMERCIAL ITEMS:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and other factors.

(b) The following factors shall be used to evaluate quotations:

Factor 1. Price Factor 2. Technical capability or quality to meet the Government requirement.

(c) Evaluation Approach. Quotes will be evaluated in the following manner. The lowest-priced quote will be identified. The lowest-priced quote will be evaluated to determine if the quoted price exceeds the amount of funding available for the procurement. If the quoted price does not exceed the amount of funding available for the procurement, the quoted price will be evaluated to determine if it is reasonable. If the quoted price is found to be reasonable, the offeror who submitted this quote will be identified as the “successful offeror.” The contracting officer will then determine if the successful offeror is responsible using the general standards of responsibility and the special standards of responsibility applicable to this procurement. If contract award cannot be made to the successful offeror, the contracting officer will evaluate the next lowest-priced quote following the procedures described above. This process will continue until a contract award can be made, or the contracting officer determines that no contract award can be made. The contracting officer may find all quotes not acceptable and cancel the solicitation if the lowest-priced quote exceeds the amount of funding available for the procurement. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest. The evaluation will consider the following:

Factor 1. Price: The Government will evaluate the price by adding the total of all line-item prices. The Government may use various price analysis techniques and procedures to make price reasonableness determination. Offers that do not meet the requirements as outlined in the Statement of Work, shall not be selected regardless of price.

Factor 2. Technical capability or quality offered to meet the Government requirement: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.

If offeror does not provide all volumes as outlined in RFO 52.212-1 Instructions, the offeror may be considered non-responsive.

(End of Addendum to 52.212-2)

(ix) 52.212-4, Contract Terms and Conditions--Commercial Items – applies to this acquisition Any inconsistencies in this solicitation or contract shall be resolved by giving precedence IAW 52.212-4(r). By submitting a quote, the offeror understands that quotes will not be referenced in 1449 and clauses incorporated in the solicitation will dictate the contract. All offerors shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under the contract IAW RFO 52.212-4(q). The Government reserves the right to deny requests for clause changes that are not included in this solicitation should the request be inconsistent with the RFO or VAAR.

(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).

(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.
