VISN MUSE NX Performance PCS
PRESOLICITATION NOTICE
Notice of Intent to Sole Source
-NONCOMPETITIVE-
Veterans Integrated Service Network 19 (VISN 19) VISN MUSE™ NX Performance PCS Sustainment and Support The Department of Veterans Affairs, Network Contracting Office (NCO) 19, intends to award a non-competitive sole source firm fixed price (FFP) contract to GE MEDICAL SYSTEMS INFORMATION TECHNOLOGIES, INC. to provide continued sustainment, support and service of MUSE™ NX Performance PCS cardiology software (MUSE) for existing systems at VISN 19 facilities. The requirement includes ensuring that the equipment operates as the original equipment manufacturer (OEM) intended, uninterrupted (95% uptime), in a cost-effective, efficient manner, contributing to the Veterans Administration’s (VA)’s Mission.
MUSE is proprietary and highly specialized and is cardiology’s data management system. There are no other authorized resellers or distributors of this product/service. MUSE reads electrocardiograms (ECG)s prior to exams, identifies, analyzes readouts, and predicts emerging heart issues. This system assists providers to manage cardiac disease and automates orders and billing which eliminates paper processes.
A maintenance, sustainment and support contract is needed for MUSE. The services required include but are not limited to: technical phone support, corrective and preventative maintenance, bug fixes, and upgrades/patches. These services are used to keep the system working to avoid possible delays in patient care. Technical phone support aids in troubleshooting problems, corrective and preventative maintenance maintain workflow for clinicians, and upgrades prevent the system from becoming vulnerable while on the network.
The FFP service contract anticipated will have a base period of one (1) year and four (4) 1-year ordering periods of performance.
The estimated period of performance is 9/1/2026 - 8/31/2031.
Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by RFO 6.103-1(b).
The applicable NAICS Code is 541519 and the size standard is $34 Million.
This notice of intent is not a request for competitive quotes. Responses received will be evaluated; however, a determination by the Government not-to-compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
No solicitation documents are available, and telephone requests will not be honored.
