About this file

This is a Sources Sought Notice and Request for Information (RFI) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC), to conduct market research for non-invasive urine-based prostate cancer testing services. The requirement is for a molecular liquid biopsy test that provides a risk score to differentiate patients with high versus low risk of aggressive prostate cancer and indicate the need for biopsy. The test must analyze RNA markers without incorporating PSA levels or requiring a digital rectal exam prior to specimen collection. Vendors must ship test kits directly to patients with prepaid return labels and provide kits to laboratory departments for distribution when requested. The NAICS code is 621511 (Medical Laboratories), and the Product Service Code is Q301. The solicitation number is 36C25926Q0363, with a response deadline of April 13, 2026, at 8:00 AM Mountain Time to Alejandra.Sierra@va.gov and NCO19Lab@va.gov.

The requirement will serve seven VISN 19 facilities across Colorado, Montana, Utah, and Oklahoma. Interested vendors must provide company information, UEI number, contact details, business size certifications, and GSA/FSS contract status. Pricing models to be considered include Cost Per Reportable Result, Cost Per Test, Fixed Monthly Charge, or other structures. Small business questions address subcontracting limitations (FAR 52.219-14) and added value. This notice does not constitute a formal solicitation and does not commit the government to contract; however, the results will inform the final procurement method, which may be set-aside for small businesses or open competition with a single award.
