About this file

This document is an amendment to a previous combined solicitation that answers questions received regarding a follow-on procurement for radiopharmaceuticals for Positron Emitting Tomography (PET) imaging at the George E. Wahlen VA Medical Center in Salt Lake City, Utah. The solicitation number is 36C25926Q0316, issued by the Department of Veterans Affairs Network Contracting Office 19 (NCO 19) in Greenwood Village, Colorado. This is a follow-on to task order 36C25925N0326 previously awarded to Progenics Pharmaceuticals, Inc. The procurement is designated as a 100% small business set-aside; a request for full and open competition was denied based on market research indicating adequate competition within the small business category. The contract is structured with a base year and option years, with the intent to continue for a full four-year period, though funds are obligated annually by the Veterans Health Administration with a yearly review process to confirm continued needs.

The response deadline is March 20, 2026, at 5:00 PM Mountain Time, with a question cutoff of March 16, 2026, at 12:00 PM Mountain Time. All quotes must be submitted via email to the Contracting Officer, Heather Chase (heather.chase2@va.gov), with a maximum email attachment size of 4MB. The solicitation is a Request for Quote (RFQ) for commercial items seeking a firm-fixed price contract. The NAICS code is 325412 (Pharmaceutical Preparation Manufacturing) with a small business size standard of 1300 employees. The Product Service Code is 6505. Specific funding amounts are obligated annually based on validated fiscal year budgets, though the exact procurement budget was not disclosed in the amendment.

DESCRIPTION

The purpose of this amendment is to answer the below received questions:

Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?

A. This is a follow-on to task order 36C25925N0326 previously awarded to Progenics Pharmaceuticals, Inc.

Q. Can you clarify what is meant by 'Base Year' and 'Option Year' in regards to when the contract has begun? Does that mean VA Salt Lake will decide year by year whether they would like to continue?

A. The intent is to continue the contract for the full 4 years but funds are obligated one fiscal year at a time by the VHA. Each year there is a review process to ensure needs are met, but our intent would be to continue utilizing the product for a full 4 years.

Q. 'Funding available for the procurement' is often mentioned. Would it be possible to know how much funding is available for this procurement?

A. Funds are obligated each fiscal year to meet the specified amount within the contract. We have to validate each fiscal year that the funds are provided and available and are tied to our budget.

Q. We understand the requirement is currently designated as a Small Business set-aside. We respectfully request consideration of full and open competition.

A. We apologize as the market research indicated adequate competition under the Small Business set-aside and therefore are not able to consider full and open competition at this time.

Reminder, all offers are to be emailed to heather.chase2@va.gov and received no later than 5:00pm MT, March 20, 2026.
