23. The SOW requires Joint Commission compliant reports to be provided both in hard copy and electronic format (I-SOW). Can the VA provide the specific reporting requirements or identify the specific Joint Commission standard or guidance that defines the reporting requirements?
https://www.jointcommission.org/en-us/knowledge-library/environment-of-care/fire-protection
24. The SOW requires cleaning of all smoke detectors as required (II-1-B). At what interval is this required?
When the visual of the smoke detector is performed.
25. The SOW requires all devices to be barcoded and entered into an electronic inventory system. Is there a required or preferred reporting platform, or will any third-party system meeting the stated criteria be acceptable? Would the Barcloud platform be acceptable?
There is not a required or preferred platform. Anything on this web page is acceptable. I do not see BarCloud on that list. Anything else would have to be processed for approval. Approval has to go to national OIT for review can take anything from 6 months to 2 years approval. A submittal does not guarantee approval. https://www.oit.va.gov/Services/TRM/ToolListSummaryPage.aspx
26. Sprinkler Systems
a. How many sprinkler systems are installed throughout the facility?
3 wet /4 dry /4 preactions
b. What types are present (e.g., wet, dry, preaction)?
3 wet /4 dry /4 preactions
27. Special Hazard Systems
a. How many special hazard systems are installed?
b. Specifically, how many FM200 systems are in use?
28. Fire extinguishers, what is the total number of fire extinguishers throughout the facility?
Fire extinguishers are not part of this contract.
29. Kitchen Hoods, how many total kitchen hoods are installed throughout the facility?
30. Whether incumbent contractor information can be shared?
New contract
31. Is there any additional equipment inventories or system details exist beyond what is included in the
Performance Work Statement?
None
32. Any available information regarding Operating Rooms (ORs), including quantity and scheduling considerations?
5 OR – The testing would have to be the first thing in the morning, or last thing in the evening.
Currently there is a lull from opening to 900 on Mondays as the surgeons go through their cases.
Contractors will have to bunny suit up to enter.
33. Whether there are defined time windows or duration expectations for annual, semi-annual, and quarterly inspections
The annual is once a year, semiannual is twice a year, and quarterly are done every 3 months. Once the contract is awarded and all the inspections are complete the time will start on those inspections.
34. Section B.4 Price/Schedule includes a CLIN 0008 qty 240 Sprinklers/Smokes/Pull Station Testing per PWS, but the qty provided in the Device List includes 0 Sprinklers, 147 Pull Stations, and 266 Smoke Detectors. There is not an 8th CLIN for the option years, and based on the discrepancy in the Device List, we suspect this CLIN to be included by mistake. Our assumption would be that testing for these devices should be included in the other CLINS.
a. Will the government please clarify the intent for this CLIN 0008, and if truly required, provide an accurate count of Sprinklers/Smokes/Pull Stations?
Gov Response: The numbers were combined into a combined device count of 240, it should have been 413 devices.
35. SOW Section VI. Hydrants, standpipes, and fire pumps list requirements for Hydrant and Standpipes;
however, there are no quantities provided.
a. Will the government please provide a quantity of Hydrants and Standpipes?
10 hydrants and 6 standpipes
36. SOW Section IV. Kitchen hood fire suppression systems advise "Work is to include replacement of chemical extinguishing material and links when required." Typically, and largely due to variance, this is not included in up front pricing but quoted following inspection if a deficiency is identified.
a. Will the government please confirm should this service be priced into our semi-annual testing, or will a bi-lateral contract modification be allowed if the contractor determines this service is required?
The goal of this contract is to modernize and bring these systems up to code. The requirement for testing is determined by VA specifications and should be included in a knowledgeable subject matter quote.
A modification to the contract may be needed if this service is determined as needed, during a contract period of performance.
37. SOW is silent on Fire Hose Testing.
a. Will the government please confirm, will Fire Hose Testing be included in the SOW? And if so, will the government please provide a quantity of Fire Hoses?
There are no fire hoses on campus.
The places that had fire hoses have been disabled.
38. SOW Section III Water-based Systems list requirements for Water-based systems inspection quarterly, semi-annually, and annually, as well as 5-Year. There is no 5-Year CLIN included in Section B.4 Pricing/Schedule.
a. Will the government please advise when the 5-Year will be due? Will an additional CLIN be required or should the 5-Year pricing be bundled within Annual Inspection CLINs?
The five year is due in 2026.
VA engineering cannot advise on the bid process.
Each CLIN is labeled as a separate line item. If each inspection is independent of each other, the FAR dictates those line items should be separate.
39. SOW Section III Water-based Systems list requirements for Water-based systems inspection quarterly, semi-annually, and annually, as well as 5-Year; however, no quantities have been provided.
a. Will the government please confirm the total quantity of and type of system risers?
Six standpipes, Water filled.
40. SOW Section III. Water-based Systems, subsection 3. Five-year Test and Inspection states "Contractor must furnish and replace all gauges in accordance with the most recent NFPA 25 Standards"; however, no quantities of water-based system risers or gauges has been provided.
a. Will the government please confirm total qty of water-based risers and gauges?
Six standpipes and 155 gauges.
41. Can you please provide the most recent annual inspection report for all systems so we can have a better understanding of the amount of work, specific type and model of devices, and other useful information these reports contain which will assist in our bid development?
That report has been deemed insufficient and out of compliance. No reference will be allowed from that contract.
42. Is a site visit planned for this solicitation? If not, who could we schedule a site visit with so we can walk the facilities for review for challenging access issues, determine specialty equipment required, and observe the general condition of equipment covered under this contract?
No walk through is being allowed. Unsupervised site visits are not allowed.
43. The scope of work, Section I, states official testing reports must be from NFPA 72 or Building Reports.
General, Section II, states all devices must be barcoded and input into an electronic inventory system, and other electronic data format like PDF's will not be accepted. Is scanning devices and utilizing Building Reports a requirement of this solicitation?
a. If Building Reports is a requirement, will the VA provide the offeror access to the existing database being used, or will we be required to redevelop the database with all the devices?
Devices have been tagged, but no data base was built and handed over.
b. Are all devices presently barcoded for Building Reports, or will the contractor be required to barcode all or some of the devices?
Some devices have been bar coded, but not all. We do not have the previous contractors information on that bar code system.
44. What is the method of smoke damper activation? Local area smoke detector, general building fire alarm condition, or something else?
fusible link
a. How many dampers are in each building?
There are about 110 in the campus.
b. Can you please confirm this scope of work does not require the 6-year damper inspection per the Joint
Commission EC.02.03.05 EP 18?
Dampers are a different contract, and not apart of the fire alarm testing contract.
45. The Price/Cost Schedule is difficult to understand. Can you please clarify the following:
a. X001 - Quantity is 2 EA. Is this because there are 2 separate dry pipe sprinkler systems, or are you looking for 2 inspections per year (semi-annual and annual)? The description says annual, but the inventory doesn't list a quantity of dry pipe sprinkler systems.
semi-annual and annual inspection of 6 dry pipe sprinklers systems.
b. X003 - Quantity is 2 EA, which we assume is 2 inspections per year. What equipment does this line-item cover? There are CLINs specifically for dry system inspections, hoods, FM system, and one specific to sprinklers/smokes/pull stations.
semi-annual and annual inspection
c. X004 - The description states annual testing, but other line-items include annual testing such as dry systems and the fire pump. What equipment does this line-item cover?
d. X005 - What is this for? The scope of work does not mention biennial testing. Please clarify.
It is a line item in years 1, 3, and 5.
e. X006 - Quantity is 4 EA. It appears from the scope of work there are 4 systems, but these require semi-annual inspections. Please confirm the quantity of 4 is reflective of 4 systems, but 8 total inspections throughout the year?
There are 7 systems, 6 dry and 1 wet system.
f. X007 - Quantity is 2 EA. The scope of work and device inventory list do not clearly indicate the number of FM 200 systems. Does 2 EA represent 2 individual FM 200 systems? Or 2 inspections per year (semi-annually)?
2 inspections of the FM 200 system. 4 hoods.
g. X008 - Quantity is 240 EA. What does this represent and what is the scope of work? The description states sprinklers/smokes/pull stations. There are definitely more than 240 sprinklers throughout the buildings, and the total count of smokes and pull stations from the device inventory list totals 413. Please clarify what is to be included in this CLIN?
The 240 is a bad number, it should be 413.
i. Also, this CLIN does not exist in any other contract years. Please clarify.
That inspection should be every year.
46. The Joint Commission has additional inspection and testing requirements not specifically defined in this scope of work. Because the solicitation openly states all tests and inspections must be performed in accordance with the Joint Commission, for the purposes of clarity and full transparency, can you please include a reference to all the Joint Commission Elements of Performance required to be completed under this contract? The way the scope of work is outlined, and the Price/Cost Schedule, it is not clear with elements of performance are expected to be completed under this contract.
https://www.jointcommission.org/en-us/knowledge-library/environment-of-care/fire-protection
47. Is there a particular reason why all inspections must be completed using three (3) technicians? This may drive added and unnecessary costs to the taxpayers as most fire protection and life safety system inspections only require two (2) technicians. We would use our discretion to provide a third or fourth technician if required to meet scheduling timelines. But we don't believe it's necessary for all inspections.
Can you please clarify the intent and applicability of this requirement?
3 technicians were for a quick turnaround of testing. If your 2 technicians can do the inspections as quickly as 3 technicians, then that will be allowed.
48. Section III Water-Based Systems references antifreeze solution. Can you please provide additional information on the antifreeze system? A picture of the placard on the riser should provide the system size and type of fluid used.
