About this file
This is a Sole Source Justification (SSJ) for a Federal Supply Schedule (FSS) procurement by the Department of Veterans Affairs, Network Contracting Office 19, on behalf of the Jack C. Montgomery VA Medical Center in Muskogee, Oklahoma.
The procurement involves the supply, equipment, materials, and installation of Guldmann GH3 Ceiling Lifts to replace existing patient ceiling lifts that have reached end of service life, extend an existing system, and install upgraded systems to current railings at the facility. The Guldmann GH3 Ceiling Lift is a stationary patient lifting device connected to a permanent, ceiling-mounted rail system that aids in safe patient transfer and movement. The estimated contract value is $266,660.00. The justification cites GSAR 538.7104-4, Items Peculiar to One Manufacturer, as the authority for restricting this procurement to a single source, with the marked exception being "Items peculiar to one manufacturer." The rationale emphasizes that the facility has maintained Guldmann brand lift systems since 2019, and replacing them with an alternative manufacturer would create compatibility issues, operator confusion, safety risks, substantial cost duplication, logistical management changes, and waste of existing inventories. The justification notes that Guldmann, Inc. is the only authorized company able to provide and install the requested equipment while assuming responsibility for product performance, as the authorized SDVOSB reseller Premier Medical Distributors only sells new parts and installation for new structures, not replacement components for existing systems. The contracting officer, Orrellius Williams, certified the justification as accurate and complete on September 10, 2026.

DEPARTMENT OF VETERANS AFFAIRS
Sole Source Justification (<SAT)
Acquisition Plan Action ID: 36C259-26-AP-2829
JOFOC Tracking #: FY26 – NCO 19 - 2312
1. Contracting Activity:
Department of Veterans Affairs Network Contracting Office 19 1011 Honor Heights Drive Muskogee, OK 74401
Organizational Activity:
Department of Veterans Affairs Jack C. Montgomery VA Medical Center 1011 Honor Heights Drive Muskogee, OK 74401
2237: 623-26-3-2339-0070
2. Description of Action: The Eastern Oklahoma Veterans Health Care System has a requirement to replace existing patient ceiling lifts that have reached end of service, extend an existing system and install some new upgraded systems to the current railings at the Jack C. Montgomery VAMC in Muskogee, OK.
3. Description of Supplies or Services: The procurement is for a supply purchase of equipment, materials, and installation of Guldmann GH3 Ceiling Lifts. The Guldmann GH3 Ceiling lift is a stationary patient lifting device that is connected to a permanent, ceiling-mounted rail system that lifts patients, aiding in their safe transfer and movement.
The estimated value of the proposed action is $266,660.00
4. Authority: This acquisition is conducted under the Federal Supply Schedule (FSS) program in accordance with RFO 8.4, Ordering under the Federal Supply Schedule. RFO 8.401(b) states “agencies must follow the ordering procedures established by GSA and found at 538.71.”
GSAR 538.7104-4, Items Peculiar to One Manufacturer, allows for restricting consideration to a brand-name item when the particular brand, product, or feature is essential to the Government’s requirements and market research shows no other products can meet the requirement. Market research concludes that no other brand could safely blend with the existing equipment.

Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:
An urgent and compelling need exists, and following the procedures would result in unacceptable delays (GSAR 538.7104-3(b)(1)(i));
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
(GSAR 538.7104-3(b)(1)(ii));
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (GSAR 538.7104-3(b)(1)(iii)); or
Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (GSAR 538.7104-4(b)(1)).
5. Rationale/explanation to support cited authority: Replacement/upgrading ceiling lift systems in lieu of other ceiling lift systems will build on already established staff training programs and contribute to increased efficiency and continuity of use for equipment already in place. This will not only benefit the patients served but reduce the potential for injury to patients and staff. Overall staff safety is improved by eliminating the potential of confusion resulting from intermixing more than one type/manufacturer of ceiling lift systems.
VHA Directive 1611 – titled Safe Patient Handling and Mobility (SPHM) Program and Facility dated March 23, 2018, serves as the current authority and creates policies which protect caregivers and patients from injuries due to patient handling and movement. The facility will maintain the same lifts throughout the building to reduce/avoid operator error/confusion on how to operate the lifts and avoid potential accidents or injuries to the patients of staff. The facility also would incur substantial duplication of cost to the Government to replace existing supplies and service contracts. The Jack C Montgomery VA Medical Center has Guldmann brand lift systems in place and have had them in place since 2019.
Logistical systems are already in place to maintain existing sling and supply inventory, user function, and equipment serviceability. If another system was installed, it would need logistical systems management changes, adding increased material costs, waste of existing https://www.acquisition.gov/far/part-8#FAR_8_405_6

Acquisition ID#: 36C259-26-AP-2829 inventories and additional man-hours that could not be overcome by procurement of another system.
Utilizing any source other than Guldmann, Inc. brand railing systems and components would result in compatibility issues and would relieve Guldmann of any responsibilities of any defect arising from such a repair or modification. Memo provided by the service explicitly forbids supply mismatches and incompatibility. Authorized SDVOSB reseller Premier Medical Distributors are only authorized to sell new parts and installation and do not provide replacement parts and installation for existing structures. Due to this information and the proprietary nature and safety considerations regarding replacement parts for this system, Guldmann Inc. is the only authorized company able to provide and install the requested equipment while assuming responsibility for its product’s performance.
6. Note that this determination satisfies the requirements of GSAM 538.7104-3(b)(ii). The requirement to prepare a written justification IAW RFO 6.104 does not apply to Federal Supply Schedules.
Contracting Officer’s Certification (required): I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
