About this file

This document is an Amendment (001) to a Request for Quote (RFQ) for Legionella Laboratory Analysis Services issued by the Department of Veterans Affairs. The solicitation (36C25925Q0783) is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB), with a NAICS code of 541620 and a small business size standard of $19.0 Million. The contract is a continuation of previous contract 36C25921C0006, with Hyperion Biotechnology as the incumbent.

The amendment addresses three vendor questions, providing clarification on contract details and laboratory testing requirements. Specifically, the laboratory will be required to: 1) determine if legionella is present in a sample, 2) identify the level of legionella (in cfu/ml), 3) determine if the legionella is pneumophila, and 4) if pneumophila is present, identify all serogroups from 1-15. The solicitation is for a firm-fixed price contract with a base year and four option years. Quotes are due by 4:00 PM Mountain Time on 09-25-2025, and must be submitted via email to jeremy.ferrer@va.gov with a 4MB size limit.

DESCRIPTION

The purpose of this Amendment 001 is to answer the following vendor questions:

Q1: “We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.”

A1: This is a continuation of contract “36C25921C0006” and the incumbent is “Hyperion Biotechnology”.

Q2: “Combined Synopsis/Solicitation Notice Page 7, Addendum to FAR 52.212-1 Instructions to Offerors – Can the government clarify if subparagraphs a-d are required as the Solicitation and SOW are for laboratory analysis services?”

A2: No, paragraphs a-d will not be required.

Q3: “SOW Legionella Sampling, Section 5.3 states: “If Legionella pneumophila (P) species is detected in the samples, further delineation of serogroup types for positive samples is required.” Can the government clarify if delineation of Legionella pneumophila serotypes to serotype 1 and serotypes 2-15 is sufficient or are individual serotypes required (for example Legionella pneumophila serotype 5)?

A3: The laboratory to be contracted is to determine if there is legionella in the sample and the level (in cfu/ml) of legionella identified. If so, the laboratory is required to determine if the legionella is pneumophila. If so, the laboratory is required to determine all the serogroups are 1-15 in the sample. If the legionella sample is not pneumophila the laboratory is to identify the legionella species identified in the sample.
