About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 36C25925Q0615 for Storm Drain Cleaning, involving the Department of Veterans Affairs (VA). The solicitation is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside using NAICS code 562998, with the previous contract held by Uintah Consulting Solutions, LLC. The contract requires cleaning of storm drains and oil/water separators, with bidders expected to price based on average sizes of 2'x2' storm drain boxes and 1000-gallon oil/water separators, subject to field verification after award.

Key contract requirements include submitting monthly invoices to Tungstein via electronic transfer, having a superintendent onsite during work, and ensuring all workers possess OSHA 30 safety certification. Contractors must also provide an inventory and map of all storm drains and oil/water separators, documenting their condition. The contract will span five years with pricing requested for the base year and four option years, with lane closures to be managed on a case-by-case basis in coordination with the Contracting Officer's Representative (COR). All workers will require badging, which can be processed concurrently with contract work initiation.

RFQ 36C25925Q0615 Storm Drain Cleaning Questions and Answers

Q1: Is this a brand new contract OR if there is (was) an incumbent performing these services? If not a brand new, could you please provide the current/previous contract number?

A1: Uintah Consulting Solutions, LLC had the previous contract.

Q2: How does the VA want to see the pricing for the quote, an each cost? (1) Storm drain /

(1) oil/water then times by (125) & (3)?

A2: This format is acceptable. We need itemized pricing for each of the base plus 4 option years.

Q3: Do they want (5) years of pricing, with an escalation for the next (4) years?

A3: We are asking for pricing for each of the 5 years and a grand total.

Q4: How do we get paid? Number 6 in general states "Contractor must provide a detailed invoice, showing services rendered, date of service, hours worked, and associated costs.

This information serves as evidence of compliance with contract stipulations, and is the basis for payment." So, do we have to produce this information for every storm drain & oil/water separator?

A4: o You can submit monthly invoices indicating the services provided for the month and the total. Submit that online to Tungstein. The invoice will be validated and payment will be via electronic transfer. If the Program Office has an issue with the invoice, they will return it with comments.

Q5: Can we get the capacity for the storm drains?

A5: For biding purposes, the contractor should bid an average size of 2’x2’ boxes but field verification will be required and unless the contractor can show major differences, then no other modifications will be allowed on this contract. Field verification will be required after award.

Q6: Can we get the capacity for the oil/water separators?

A6: For biding purposes the contractor should bid an average size of 1000 gallon capacity boxes but field verification will be required and unless the contractor can show major differences, then no other modifications will be allowed on this contract. Field verification will be required after award.

Q7: Can we get a better map of the layout of all the storm drains and oil/water separators?

A7: For reference we have attached an additional map that information can be gathered from.

Q8: During the walk, there were some storm drains that weren't shown on the map. Can we have those added to the SOW?

A8: If there are storm drains not covered under the contract the contractor will get with the COR and confirm they should be in the contract and request modifications. As stated in the SOW the contractor must supply the government with inventory and map of all storm drains documenting condition of all storm drains and oil water separators showing what is above the numbers referenced in the SOW.

Q9: With this being a SDVOSB set aside, is there anyway the small business size standard of 16.5 be raised to the next level?

A9: We are using the current small business size standard for NAICS 562998.

Q10: How much notice is needed to close lanes to complete the work?

A10: If full roads are to be shutdown it will be a case-by-case basis as to the length of shutdown and severity. The contractor shall verify different scenarios with the COR.
