About this file

This document is a Questions and Answers (Q&A) file for an Underground Storage Tank (UST) Inspection contract opportunity with the Department of Veterans Affairs Veterans Health Administration. The Q&A provides clarification on three key contract aspects: triennial testing requirements, call back services, and pricing for call backs. Specifically, the document confirms that triennial testing and a three-year inspection are both required under the contract, and establishes guidelines for call back services where the contractor must respond to service requests within seven calendar days and correct equipment malfunctions on the same day they are identified.

The Q&A also addresses pricing for call backs, indicating that a new line item has been created in the price and scheduling section of the contract to accommodate these services. The call back service is defined as requests from the Contracting Officer Representative (COR) to address problems or conditions needing attention before the next scheduled visit, with specific requirements for response time and issue resolution. This Q&A document provides important operational and procedural clarifications for potential contractors bidding on the UST Inspection services contract.

Underground Storage Tank (UST) Inspection QUESTIONS and ANSWERS

1. clarification on the Statement of Work regarding triennial testing. Specifically, please confirm whether both triennial testing and a three-year inspection is required under this contract.

a. Yes, it is required for the contract. Triannual and every 3 years are the same thing.

2. What is the understanding of Call Backs? Do we need to be available 24/7 for a call and do we need to be on-site the next day to assess the issue?

a. Call Back and Emergency Calls: The contractor shall provide callback services.

Callback service is defined as requests for service from the Contracting Officer Representative (COR) to correct any problem or condition that needs attention before the contractor's next scheduled visit. Callback service consists of responding to service call and beginning to take corrective action within seven calendar days. Equipment malfunctions shall be corrected the same day that the issue was identified. If circumstances beyond the control of the contractor preclude resolution of the problem that day, the COR must be notified.

3. how should we price call backs? In the pricing sheet there is no section for “Call Backs” – only the tank monitoring inspections.

a. A line item has been created for call backs in the price and scheduling section of the contract.
