About this file

This is a Justification and Approval (J&A) document for Other Than Full and Open Competition from the Department of Veterans Affairs Oklahoma City VA Medical Center for an emergency boiler rental. The requirement is for one 800 HP, 30 ppm NOx mobile boiler unit that can operate on natural gas (primary) and fuel oil (secondary), including all necessary labor, materials, equipment, and services for delivery, setup, testing and operational capability.

The J&A cites "Unusual and Compelling Urgency" as the authority for sole sourcing to Johnson Controls, Inc. under their GSA contract #GS-07F-190CA. The justification notes this is an emergency requirement to avoid full hospital evacuation due to lack of heat, and Johnson Controls was selected due to their facility knowledge and immediate ability to mobilize. While market research identified 118 nationwide contractors and 35 SDVOSBs in the region under NAICS 532490, the urgent nature and specialized equipment requirements led to the sole source award. Pricing is based on Johnson Controls' GSA contract rates which were previously determined fair and reasonable. The contract was awarded on November 8, 2024 for $733,439.85.
