About this file

This document contains pre-bid questions and answers for a federal solicitation to chip seal roads and parking lots at a Department of Veterans Affairs medical center. The solicitation seeks chip sealing of roads and parking lots identified in the drawings, including applying a liquid asphalt layer followed by crushed gravel which will be compacted. Two line items are included to allow for either award of the full project or a reduced scope without three parking lots, depending on available funding. Bidders must follow Wyoming Department of Transportation specifications for preparation and testing only, with work to occur weekdays and Saturdays to avoid Sundays and holidays. The period of performance is 12 days less under the reduced line item. All questions received were answered providing clarification such as parking lot striping requirements and contractor responsibilities.

Project 666-24-106 Chip Seal Roads Project Pre-bid RFI Questions and Answers

Q1. Do we need to include the 24 crosswalks that are currently there, in the new striping bid?

A1. Yes Q2. Is there any curbing along the streets, parking lots, etc. that need to be included in the bid and how much linear footage if so?

A2. No curb or gutter painting Q3. The plans show 477 parking stalls and 36 handicap parking spots. There are currently on ground at the VA 582 parking stalls and 43 handicap parking spots. Should we bid off the plans or off of what is existing. Are they wanting the exact number of stalls restriped for this bid that are currently there?

A3. Restripe all new asphalt surfaces to match existing asphalt parking lots. Yes, the exact number of existing stalls shall be restriped.

Q4. Also, there are some discrepancies in “No Parking area stripes” and handicap aisle striped areas between the plans and what is currently there. The plans don’t seem to have any aisles next to the handicap spots. Should we just bid what is currently at the VA?

A4. See A3. Restripe new parking lots to match existing.

Q5. Will the VA award the item numbers on the price schedule separately?

A5. Yes, Line Item 0001 is for the entire project, as included on SOW, drawings, and specifications. Line Item 0002 is for all work, minus the price for parking lots 6, 22 and service parking lot adjacent to the softball field and Navy Lane. One line item or the other will be awarded, depending upon available funding.

Q6. Can they award one item number and not the other?

A6. Yes, as explained in answer to question 5 above.

Q7. Line item one is the project completely and line item 2 is the project completely minus any work, labor, profit, and overhead related to parking lots 6, 22 and service parking lot adjacent to the softball field and Navy Lane, as indicated on the plans. If that is the case, not sure why there is a grand total at the at the bottom of the bid schedule?

A7. There is no need for a grand total line at the bottom of the schedule. The grand total line has been removed on the revised bid schedule attached to this amendment. Offerors may either use the revised schedule provided or leave the grand total line item blank on the original schedule.

Q8. Looking at the drawings it is very unclear what is deducted from the base bid for line item two, can the VA provide a drawing showing the deductive alternate better maybe in a different color?

A8. See attached updated drawing showing deductive alternate areas.

Q9. Does line item two have the amae P.O.P?

A9. If line item 2 is awarded, the period of performance shall be 12 days LESS than the period of performance for line 1. Therefore, if line item 2 is awarded, the period of performance shall be 48 days.

Q10. Can this project be run by a superintendent performing QA/QC and SSHO duties as well?

A10. Yes, but only if the superintendent has the proper training to perform both tasks.

Q11. Will there need to be sperate individuals performing these tasks for this project?

A11. Yes Q12. When we are scheduled to work in the parking lot will we be able to have the whole parking lot?

A12. Yes Q13. Due to the nature of the application do we need to plan on doing all this work over the weekend or can we do some of the areas during the work week?

A13. Chip sealing of the roads may be done during the work week according to the schedule provided to the VA by the contractor at least two weeks prior to work beginning. Chip sealing of the parking lots may be performed on Saturdays. No work is to take place on Sundays or federal holidays.

Q14. If there is a car abandoned or left in a work area, who’s responsible will it be to have it towed?

A14. It shall be the responsibility of the VA to have any vehicles towed that are left in a work area when work needs to take place.

Q15. The VA has provided the WDOT specifics to this project, are we to just chip seal all the roads or follow the WDOT specifications and do all the prep work required before application?

A15. The contractor shall follow the SOW.

“For all roadways and parking lots identified, the contractor will apply a hot liquid asphalt layer followed by a layer of crushed gravel. The gravel layer will then be compacted, and the liquid asphalt allowed to dry. The contractor will then sweep up and remove any excess gravel. All chip sealed surfaces will then be repainted with new traffic lines and parking striping.”

The contractor shall follow the WYDOT spec to complete the prep work and testing only. No other WYDOT work described in the specifications shall be completed in this contract.

Q16. Is this a design build project?

A16. This is not a design build project.

Q17. Are we able to store equipment on site?

A17. The storage of equipment and materials on site will be allowed in designated areas, providing that the materials and equipment are stored according to the requirements of DEQ and OSHA regulations.

Q18. Is this project completely funded?

A18. Funds were reserved for this project; however, pending budget approval, the clause at 52.232-18, Availability of Funds is hereby added to the RFP.

Q19. There are currently areas painted for handicap parking and cross walks. Will those areas need to be painted after the new chip seal road is complete? If so, could the handicap parking spots and cross walks be indicated on the drawings? There is no striping indicated for the parking lot near building 112.

A19. See A3, A4 and updated drawing sheet. All parking lots and cross walks will need to be restriped to match existing.
