Legionella Water Sampling Questions and Answers
· Combined Synopsis/Solicitation page 1 V. States “The estimated base period of performance for this requirement is October 15, 2024, to October 14, 2024.” Should it be October 14, 2025? Yes, base year would be 10/15/24-10/14/25.
· SOW Tasks and Requirements 2.a.iii - Can the government clarify that it will only retest samples that are positive for Legionella pneumophila but not for non-pneumophila bacteria? This station follows direction as dictated by VHA Directive 1061. Ideally, we would only re-test for pneumophila positive samples. However, if you follow the flow charts in this directive, there may be times when the facility needs to retest non-nemophila series. This is a route we would rather not go. However, it can’t be completely ruled out.
· SOW Tasks and Requirements 3 - Would the government consider modifying this section to say: no later than 14 days prior to the next scheduled collection event? Is there a specific requirement for the facility to have routine supplies on site for 2.5 months prior to the collection event? Yes, a modification could be approved to allow more leniency for sample bottles to be mailed. We would agree to the change as recommended for this question.
· SOW Tasks and Requirements 4.a.1 - In section 2.a.iii the government indicated: will require ten (10) serotype positive samples every three months but here, it says the contractor should automatically send one sample bottle for each positive sample. Does this include if ANY species of Legionella is detected or only Legionella pneumophila bacteria? The directive attached required remediation and re-test for any L. Pnuemophila samples above 1 CFU/ML.
· Understanding that the VA staff will be collecting the samples, will we need to provide a courier to retrieve the collected samples and take them to an overnight carrier or will VA personnel ensure samples get to a carrier? We would be providing shipping labels in either case. VA staff will be responsible for collecting samples, packaging them in the vendor supplied insulated shipping boxes and package drop off to the shipping courier.
Close date listed in Section XV is hereby updated to 08-29-2024 @ 10:00AM MST in lieu of 08-26-2024 @ 10:00AM MST.
