Questions and Answers below are referencing RFQ 36C25924Q0515:

Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?

A. This is a new base plus four (4) option years requirement. This requirement has not previously been awarded and therefore there is no incumbent.

Q. Can you clarify what is meant by 'Base Year' and 'Option Year' in regards to when the contract has begun? Does that mean VA Salt Lake will decide year by year whether they would like to continue?

A. The intent is to continue the contract for the full 5 years but funds are obligated one fiscal year at a time by the VHA. Each year there is a review process to ensure needs are met, but our intent would be to continue utilizing the product for a full 5 years.

Q. 'Funding available for the procurement' is often mentioned. Would it be possible to know how much funding is available for this procurement?

A. Funds are obligated each fiscal year to meet the specified amount within the contract. We have to validate each fiscal year that the funds are provided and available and are tied to our budget.

Q. Are any additional documents besides the RFQ required to be submitted?

A. Yes, see E.3 52.212-2 EVALUATION regarding Special Standards of Responsibility (SSR).

Q. Is a site visit mandatory?

A. No, a site visit is not mandatory.

Q. Are there limitations to subcontracting?

A. Yes, please review section C.5 VAAR 85.219-74 Limitations On Subcontracting.

Q. Is this a “Service Contract”, as defined in VAAR 852.219-75, subsection (1)(i), requiring that no more than 50% of the contract amount shall be paid to a non-SDVOSB subcontractor?

A. Yes, that is correct.

Q. Will the Buy American Act, FAR 52.225-1, be enforced for all medical gas equipment used on this project?

A. In the cases where the Buy American Act can be met, it will be required.

Q. Would the Government consider a modification to the mobilization time from 4 hours to 8 hours to have contractor’s staff on-site?

A. Travel time has been amended to 6 hours, see amended Statement of Work attached.

Q. Can the Gov please include ASSE 6030 Verifiers and ASSE 6010 Installer certified staff as eligible to perform this work. These certifications are substantially identical or better, as per VHA Directive 7515(1)(3,C) and NFPA 99 (2021): 5.1.12.3.1.3?

A. The certifications have been reviewed and they are not exactly equivalent. The scope has been amended to the following (see attached):

7.1.1. ASSE 6020 – Medgas System Inspector or ASSE 6030 Medgas Verifier. All personnel performing Annual Inspection services and/or Inspecting/Verifying installation on any portion of the Medgas and Vacuum Systems shall possess and maintain a valid ASSE 6020 and/or 6030 certification throughout the duration of this contract. As required by NFPA 99, all installations by ASSE 6010 Installers shall be inspected or verified by a ASSE 6020 or 6030 certified personnel and they cannot be the same individual. Certification documentation must be provided to the COR prior to start of work and upon any change of personnel performing work.

7.1.2. ASSE 6040 – Medgas System Preventative Maintenance. All personnel performing preventative maintenance services on any portion of the Medgas and Vacuum Systems shall possess and maintain a valid ASSE 6040 certification throughout the duration of this contract. Certification documentation shall be provided to the COR prior to start of work and upon any change of personnel performing work.

7.1.3. ASSE 6010 – Medgas System Installer. All personnel installing medical gas and vacuum piped distribution systems, all appurtenant piping supporting pump and compressor source systems, and appurtenant piping supporting source gas manifold systems, and corrugated medical tubing (CMT) shall possess and maintain a valid ASSE 6010 certification throughout the duration of this contract.
