About this file
This document is a Statement of Need for an EasyOne Pro LAB Respiratory Unit to be purchased by the Eastern Colorado Healthcare System (ECHCS) Rocky Mountain Regional (RMR) VA Medical Center. The purpose is to obtain a portable pulmonary function testing system for clinical and research testing at the Floyd Lindstrom VA Clinic in Colorado Springs, Colorado, as the clinic currently does not have the capability to conduct various pulmonary function tests such as spirometry, diffusion capacity for carbon monoxide testing, lung clearance index testing, and bronchoprovocation testing.
The statement outlines the required package items, salient characteristics, scope of work, period of performance, inspection, warranty, deliverables, invoicing requirements, and recall procedures. The equipment must be new, include the latest manufacturer's updates, and be delivered within 30 days of contract award. This requirement is associated with Solicitation Number 36C25924Q0512 for a Pro Lab for the Rocky Mountain Regional VA Medical Center, with a due date of June 13, 2024.

Eastern Colorado Healthcare System (ECHCS) Rocky Mountain Regional (RMR) VA Medical Center
1700 N. Wheeling Street Aurora, CO 80045
EasyOne Pro LAB Statement of Need: This portable pulmonary function testing system is needed for both clinical and research-based testing at the Floyd Lindstrom VA Clinic in Colorado Springs, Colorado. Currently, we do not have capability to do a wide variety of pulmonary function testing such as spirometry, diffusion capacity for carbon monoxide testing, lung clearance index (LCI) testing via multiple breath washout, and bronchoprovocation testing. Requests for these diagnostic procedures are being funneled through our community care system. We have previously purchased the EasyOne Pro Lab Respiratory Unit that is currently used in Dr. Krefft’s research protocol VA study/COMIRB ID#19-1853 (Clinical Markers and Monitoring of Deployment Lung Disease) and with expansion of both research and clinical testing to Colorado Springs to become more veteran-centric and prevent burdensome travel to the RMR VAMC, purchase of this equipment would allow us to have comparable data and minimize differences in instrument measurement variability with other devices, especially to maintain research quality integrity. Furthermore, for the multiple breath washout function of this device, the LCI measurement is FDA-approved for clinical use and would be helpful for both research and clinical care measurements to improve longitudinal monitoring in our Veteran population.
Purpose:
The Rocky Mountain Regional VA Medical Center has a requirement to purchase one EasyOne Pro Lab Respiratory Unit with an authorized vendor to supply and deliver the items identified in Table 1 below.
