(vi) Description of Requirements for the items to be acquired:

Contract Title: The Sheridan VAHCS Nursing Service, in Sheridan, Wyoming has a request for six (6) Evacuation Chairs with accessories.

Background: The current Evacuation Chairs are beyond end of life and need to be replaced. Replacing the current evacuation chairs with powered stair chairs decreases staff likelihood of injury while evacuating patients down sets of stairs. The VA has an effort-weight limit of 35-pounds for lifting, pushing, pulling, or transferring patients and the evacuation chairs aide in the emergency transfer.

Salient Characteristics:

1. The product must have a seat pan width of at least 19-inches wide and at least 25-inches deep to meet the needs of patients of varied sizes, weight, and girth, and to increase safety for a patient with more central obesity (allowing a wider range of patients).

2. The product must be powered to allow evacuation both up and down stairs and to avoid fatigue to allow multiple evacuations without hand-carrying the chair. Power decreases the force needed by the caregiver, thereby decreasing potential injuries to the caregiver(s).

3. The product must have lower handles with a stowed length at least 25-inches. This allows the handles to telescope into the frame of the chair to provide an obstacle free area for patients to sit on the chair and when getting up from the chair, reducing the risk of falling.

4. The product must carry patients weighing up to 500-pounds to meet the needs of patients of varied sizes and weight.

5. Product must have lights at the head and foot end of the chair that illuminate the stairs at both ends of the chair for operator(s) to see the stairwell (in the event of power outage or dimly lit stairwells).

6. Product must have front wheel diameter no less than 5-inches and back wheel diameter of no less than 8-inches to allow for easier transition from the landing to the stairs and for small turning radius and allowing for tight, unfettered space navigation.

7. The product must have no less than 3-speed options to allow the caregiver to customize their approach (and control the descent and ascent) on the stairs. Must have a speed of no less than 71-steps per minute for transporting up and down stairs. Must have at least 2-control buttons to allow both left- and right-handed caregivers to easily control the chair.

8. Must have a safety mechanism so the chair doesn’t descend rapidly (or without control) on stairs that stops the track from moving when the caregiver releases the power button.

9. Must have a containment system/strap to secure the patient into the chair for safety.

10. Must have footrests that fold up against the frame to provide an obstacle-free space for the patient to sit and stand. It also allows for the patient to use an assistive device (wheelchair, walker, sit-to-stand lift) to transition to / from the chair.

(vii) Delivery and acceptance is to be F.O.B Destination (FAR 52.247-34) at the Veterans Affairs Medical Center, located at:

Sheridan VA Medical Center Biomedical Department SPHM PM 1898 Fort Road Sheridan, WY 82801-8320
