About this file
This document is an amendment to a Request for Quote (RFQ) for courier services to support the Eastern Colorado Health Care System (ECHCS). The purpose of this amendment is to provide answers to questions submitted by offerors and extend the due date for quotes to April 8th at 10am MT.
The RFQ requires the contractor to provide labor, equipment, and transportation services to routinely transport diagnostic specimens, blood products, medical records, pharmaceuticals, medical supplies, and other miscellaneous packages between ECHCS locations in southern Colorado. Specific delivery times, routes, and vehicle requirements are detailed. The government anticipates the possibility of additional clinic locations being added during the contract. The previous contract's final full option year was priced at $320,340.80. Offerors can determine their own route structures as long as pickup and drop-off requirements are met. The government will accept CPARs evaluations as past performance information, and drivers/vehicles do not need to be identified until after award.

1. During the route recon and projected timeframes, are these delivery times flexible? Timeframes have some flexibility. However, the delivers need to make it in time to their exchange and drop off locations in time for items to be processed and shipped on if needed. All lab specimens and slides MUST receive specimens from the morning run by 12:30 and in the evening by 17:30. We do understand that a wreck or snowstorm would make that time flex, however notice must be made immediately upon discovery of being late.
2. If it is determined that the times are not flexible, We noted that you could save time and money if we were able to combine some of the routes. If this is an option, it would be beneficial to the government overall. Routes can be determined by Contractor so long as timeframes, pickups and drop-offs are made as addressed in the SOW.
3. On the Salida route, it states that the pickups need to be returned to Pueblo NLT 1:30pm. Is the Pueblo location the same as CBOC 4776 Eagleridge Circle, Pueblo Co 81008? Yes, as this will allow all materials from that location to make the pickup route in Pueblo on to COS and beyond.
4. What was the cost of the final full option year of the previous contract? $320,340.80
5. What is the vehicle size currently servicing this location? Vehicles used in the performance of this contract shall be licensed and meet all minimum vehicle requirements as mandated by the Department of Transportation, to include Insurance. Able to transport in all weather conditions and able to carry the needed loads of deliveries.
6. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any? This is outlined in the SOW and routes are needed daily and often 2 times daily.
7. Do you accept CPARs evaluations as additional Past Performance information?
a. Yes
8. Regarding specific employees’ information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training Certificates-Procedures for your reference, is this information acceptable? Yes
9. SOW states: COLORADO SPRINGS CBOC (Urology Clinic) (Begin at 12pm) Colorado Springs CBOC, 3141 Centennial Blvd, Colorado Springs, CO 80907 to ECHCS, 1055 Clermont Street, Denver CO 80220 deliver to the Sterile Processing Service (Room BA-100)and pick up anything that needs to go back to Colorado Springs CBOC. Start 4PM Colorado Springs CBOC, 3141 Centennial Blvd, Colorado Springs, CO 80907 to ECHCS, 1055 Clermont Street, Denver CO 80220 delivers to the Sterile Processing Service (Room BA- 100).
Question: Due to the 12pm and 4pm pickup times, this appears to require 2 runs per day. Please clarify. Yes, this will be 2 runs PER day.
10. SOW states: PENROSE-St Francis Hospital (Centura Health) ROUTE:
(Start 10:30am) Penrose-St. Francis Hospital (Centura Health), 2222 N Nevada Ave, Colorado Springs, CO 80907 TO (11:00am) Colorado Springs CBOC, 3141 Centennial Blvd, Colorado Springs, CO 80907 (Begin at 4pm) Colorado Springs CBOC, 3141 Centennial Blvd, Colorado Springs, CO 80907 TO (End the day approx. 5:00pm) Penrose-St. Francis Hospital (Centura Health), 2222 N. Nevada Ave, Colorado Springs, CO 80907 (3x/day)
Question: Due to the 10:30am and 4:00pm pickup times which suggests 2 runs, can you please clarify (3X/day) ? They need to pick up dirty twice and drop clean once, so it may be done in 2 trips.
11. Does the VA anticipate any location changes, i.e. closures or new clinic additions during the life of this contract? The addition of clinics/pickup locations is always a possibility given the mission of the ECHCS.
12. Routes 7 and 11 appear to be exactly the same. Please clarify? Routes can be set up by contractor so long as the need is being met for pickup/drop off times and frequencies.
13. What are the sizes of the bins? It states 2 large and 5 small. Can we use standard sized vehicles? Standard size vehicles may not be appropriate for the size and need.
14. What requirements for vehicle temperature documentation is the government looking for?
· Registered vehicle that passes all inspections and meets the following requirements:
· Follows all transportation requirements set forth by the Department of Transportation.
· Transport of up to 2 large and 5 small bins of sterile or non-sterile RME per visit to and from the designated locations.
· Temperature controlled vehicle, regulated and set between 66°F to 72°F
· Documentation of temperature every time bins are picked-up and/or dropped off on VA provided form.
· Temperature documentation turned into COR or designated ECHCS employee daily.
· All items that are being transported shall not be exposed to the environment to prevent contamination. All items should be transported in an enclosed vehicle. (i.e., no open truck beds but can use closed camper shell)
