About this file
This combined synopsis and solicitation requests proposals for the design and production of four educational videos for the Denver Veterans Affairs Network Contracting Office. The videos should each be 30-40 minutes in length and cover topics related to dissemination, implementation, and sustainability of learning initiatives. Filming will take place over two days in Colorado and involve staff from the VA office, but not at VA facilities. The production company will be responsible for securing all necessary locations and talent. While motion graphics and infographics can be used, there will be no interviews and no need to interact with third-party experts or comply with health information privacy requirements. Physical deliverables will include the final video files but not DVDs, photos, or closed captions. Proposals are due by the date specified in the solicitation.

X The purpose of this amendment is to post responses to questions.
Edward Emerson Contracting Officer
· The solicitation mentions both interviews and directing cast/talent - is the intention to use only actors or will there be any interviews with employees, or a combination of both?
No interviews – just coaching the staff Will any filming need to occur at specific Denver COIN / VA facilities, or are all locations up to the contractor/production team to source?
· And does filming need to all occur in Colorado so that members of Denver COIN can be present?
It needs to occur in CO, staff from VA will be involved but it cannot be at our facility
· Is it four videos that are 30-40 minutes in length each? Or is it four videos that are 30-40 minutes in length all together?
Each video will be 30-40 mins and there will be 4 – we want to record over 2 days if possible
· Are there any other 3rd party subject matter experts in addition to Denver Coin that we need to interact with?
No
· Our typical process involves a pre-interview over zoom. Is this possible? We found this maximizes the efficiency and use of Veteran’s Affairs time on set.
Yes
· Is there a need for cut downs (ie. Sizzles, 30 second teasers, 10 minute modules, etc.) in alternate lengths?
We have used music to fade in and out in a previous video and the staff wasn’t on camera 100% of the time – sometimes it is just a ppt slide
· Where are the primary subjects for the interviews located? All one location or across the nation?
All filming will be done in CO at one location.
· Do you foresee filming in multiple facilities or just one?
Just one
· Our team has a lot of experience with HIPAA compliance. While we understand this project will not require any interaction with VA patients, will there be any HIPPA restrictions during shooting and post production? If so, is risk control the sole responsibility of the VA or is that a shared responsibility between the VA and the production company?
There would be no need for HIPAA
· Do you plan to use infographics and/or motion graphics (animations) to explain complex ideas and/or processes over and above the typical motion graphics used for standard branding and opening title/logos?
Yes
· Further into the solicitation there is mention of "PSAs and an Instructional Video". Do you foresee 3 PSAs of shorter length, and 1 Instructional Video that is much longer?
No – all approx same length – no public service announcements
· The solicitation touches on a delivery for theatrical distribution/viewing. Will the VA actually be distributing in theaters or are you anticipating more generic large screen exhibitions (actual theatrical display may require a Digital Cinema Package of the final videos. Not difficult to do but requires additional money for the process)
No
· DVDs are part of the physical deliverables. Is this correct, and if so how many DVDs would be needed?
We will not be needing DVDs.
· Minimum of 25 photos to also be included. Do you require physical prints of the photos? If so, what size and how many?
No
· Will you require Closed Captioning of the videos? If so, do you need in both English and Spanish?
No
