Request for Quote #: 36C25924Q0043 Questions and Answers
1. Training and accreditation:
In the statement of work document paragraph iii under Education and Training Requirements it states - Within 10 calendar days after award of the agreement, the Contractor(s) shall provide the Contracting Officer (CO)/Contracting Officer Representative (COR) with a list of all employees involved in any portion of this agreement. Each employee’s listing shall indicate all training applicable to this agreement. Photocopies of training/accreditation certificates for each current and future employee(s) shall be provided with the employee list.
However, in the instructions for offeror it for technical capabilities we are required to provide training and accreditation certificates as part of response.
Please clarify when the training and accreditation certificates are required as part of this RFP / award.
Answer: Training and Accreditation certificates shall be provided as part of the response to the RFQ.
2. Not Otherwise Classified or Specified L-Codes:
The NOC language in the statement of work outlines the language that was reviewed by OIG where it was determined that 1.5x invoice was not deemed fair and reasonable. Additionally, SOW has a max of $10,000 for the NOC codes. Many of the items that have NOC codes assigned are higher than $6,666.66 cost. It is unclear how items with the higher cost would be handled.
Many of the other recent VISN agreement such as VISN’s 5, 7, and have been updated to the following language for NOC codes.
“For an item or service that is not otherwise classified in the CMS HCPCS, and for which VA assigns any miscellaneous or Not Otherwise Classified (NOC) code, the contractor shall submit a quote. Quotes must be received no later than two (2) business days after receipt of VA’s request for quote. The Contracting Officer or Prosthetics and Sensory Aids Service (PSAS) Official will issue a fixed price order based on the quote, negotiated if necessary, or based on the government estimate if a quote is not received. The Contracting Officer or PSAS Official may request additional supporting documentation as needed.”
In summary, would the VA consider amending the requirement resulting in contractors to provide a fixed price quote consistent with requirements in other VISNs?
Answer: Yes, VISN 19 will take this language into consideration and will update the Statement of Work accordingly if approved.
3. For the statement below, what are you looking for? Is there anything specific or just a description indicating that we have trained personnel for fabrication, assembly, and are capable of providing the services needed for the items being provided?
“Offeror shall demonstrate facility’s assembling and servicing capabilities for the primary patient care facility.”
Answer: Offer’s technical response shall contain language to support the capability of meeting the requirements in the statement.
4. Is the total term of this solicitation for 1 year (plus 6 months if extension is exercised)? No additional option periods are included?
Answer: Yes, that is correct.
