Questions and Answers below are referencing RFQ 36C25924Q0026:

Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?

A. This is a follow-on requirement. The incumbent is MGI, Inc. under contract 36C25922P0724. The previous contract was a one-year contract, which was then extended for an additional six (6) months. This requirement is for a base year and four (4) option years.

Q. Can you clarify what is meant by 'Base Year' and 'Option Year' in regards to when the contract has begun? Does that mean VA Salt Lake will decide year by year whether they would like to continue?

A. The intent is to continue the contract for the full 5 years but funds are obligated one fiscal year at a time by the VHA. Each year there is a review process to ensure needs are met, but our intent would be to continue utilizing the product for a full 5 years.

Q. 'Funding available for the procurement' is often mentioned. Would it be possible to know how much funding is available for this procurement?

A. Funds are obligated each fiscal year to meet the specified amount within the contract. We have to validate each fiscal year that the funds are provided and available and are tied to our budget.

Q. Are any additional documents besides the RFQ required to be submitted?

A. Yes, see E.3 52.212-2 EVALUATION regarding Special Standards of Responsibility (SSR).

Q. Is a site visit mandatory?

A. No, a site visit is not mandatory.

Q. Are there limitations to subcontracting?

A. Yes, please review sections: C.6 VAAR 85.219-74 Limitations On Subcontracting and E.1 Addendum to FAR 52.212-1 Instructions to Offerors paragraph: General Standards of Responsibility.

B. This clause MUST be completed, signed and returned at time of bid in order for offer to be considered (even if not subcontracting work out).

Q. Is this a “Service Contract”, as defined in VAAR 852.219-75, subsection (1)(i), requiring that no more than 50% of the contract amount shall be paid to a non-SDVOSB subcontractor?

A. Yes, that is correct.

Q. Will the Buy American Act, FAR 52.225-1, be enforced for all medical gas equipment used on this project?

A. In the cases where the Buy American Act can be met, it will be required.

Q. In accordance with VA directive 7515 “Medical Gas and Vacuum Systems”, please specify the ASSe credential(s) required for the performance of this contract.

A. Per the Performance Work Statement included in this solicitation “service technicians shall have current NITC ASSE 6040 training and certification”.
