Project Title: Rebuild Research Dock VA Project Number: 635-21-136

The Department of Veterans Affairs, Veterans Health Administration (VHA), hereafter referred to as the “VA”, “VAMC”, or the “Government”, has a requirement to design and construct a rebuild of the Research Dock hereafter referred to as the “Project” at the VA Medical Center (VAMC) in Oklahoma City, Oklahoma. The team responsible for the design and construction will hereafter be referred to as the “Contractor”.

SCOPE OF WORK

The project is to design and construct a rebuild of the research dock for box truck deliveries. The original research dock was demoed for the building of the parking garage and a new dock was to be built facing the south. Unfortunately, due to bid deducts, this dock was never built. This project will correct this deficiency and build dock facing the south.

The anticipated construction range for this project is between $500,000.00 and $1,000,000.00.

The areas adjacent to the proposed addition shall be continuously occupied by the OKC VAHCS. The Contractor shall implement phasing into the design as needed to ensure that the construction of the addition will not impact or impede the VAHCS’s mission to care to the Veterans.

The above description constitutes a basic outline of the work to be accomplished and in no way comprises all the details for design of this project. The contractor shall initiate a detailed inspection of the project site to determine the needs and conditions for this project. Copies of drawings will be made available for the contractor to use.

The Contractor shall ensure that space layout complies with the current VA Sustainable Design and Energy Reduction Manual as can be found at http://www.cfm.va.gov/til/ and the VA Directive 0055 for VA Energy and Water management Program. The past performance evaluation is an assessment based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements. There are two aspects of the past performance evaluation.

(1) The first is to evaluate whether the offeror’s past performance is relevant or not relevant to the effort to be acquired. The criteria to establish what is relevant is unique to each source selection.
(2) The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. In addition, the Government reserves the right to obtain information for use in the evaluation of past performance from all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance, and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.

(b) Source Selection Evaluation Board (SSEB) members will review past performance information to determine the quality and usefulness as it applies to the performance confidence assessment.

Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.

(a) Solicitation Submittal Requirements:

Offerors shall submit up to five (5) recent and relevant projects where the offeror performed Architecture and Engineering services, and up to five (5) recent and relevant construction projects as defined below. If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted. The Government will evaluate past performance based upon sources available to the contracting officer that may include Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) and Electronic Subcontract Reporting System (eSRS). IF THERE IS NOT A PAST PERFORMANCE EVALUATION IN PPIRS or FAPPIIS, then the offeror shall submit Past Performance Questionnaires (PPQ) for each project. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). An incomplete questionnaire will not be considered. The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, robyn.young2@va.gov.

Recency – a recent project is defined as being completed within five years of the due date of this solicitation.

Relevant – includes performance of efforts involving design and renovation of an active hospital area in an active medical facility that are similar or greater in scope, magnitude, and complexity of the effort described in this solicitation. Construction project(s) shall have a minimum value of $250,000. AE project(s) shall have a minimum value of $25,000.

The offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the involvement for the design subcontractor.

Offerors are cautioned to submit enough information in the format specified in the solicitation. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.

(b) – Basis of Evaluation:

The purpose of the past performance evaluation is to allow the government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated past performance. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Design Build Projects will be rated more favorably. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.

Factor 2 – Technical Approach:

(a) Solicitation Submittal Requirements:

Provide a brief narrative (page limitation: one (1) page) describing the offeror’s method to manage the project to achieve design and construction objectives as described in the RFP. If the page limits are exceeded, the pages more than the limit will not be read or considered. Include at minimum all aspects covered in the scope of work. The following shall be included in the narrative:

1) Design Approach: Describe the techniques and methods for an efficient, effective design and.

2) Construction Approach: Describe the techniques and methods for this construction projectto include coordination with the design packages, projected timelines, and coordination ofall aspects of the phasing.
(b)Basis of Evaluation:

The basis of evaluation will include reviewing the offeror’s proposed technical approach for this design-build project as defined in the solicitation submittal requirements. The assessment of the offeror’s method to manage the project shall be used as a means of evaluating the offeror’s ability to successfully meet the requirements of the solicitation.

Factor 3 – Technical Solution

1. Solicitation Submittal Requirements:

Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following:

· Describe how your team plans on minimizing disruptions to hospital operations during construction.

Narrative shall not exceed six (6) single-sided pages. Up to 3 supplemental concept drawings may be provided to supplement the narrative. The plans provided by the Station to describe the scope of work may be included and modified, and do not count against the drawing page limit.

1. Basis of Evaluation:

The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering and construction requirements of the project. The Government will evaluate the offeror's technical solution to determine adherence to the technical requirements of the RFP.

Factor 4 – Schedule

(a) Solicitation Submittal Requirements:

(1) The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule, will indicate specific tasks with dates for each step of the process including:

1. Design Period: The design period sub periods (i.e., first and second reviews, other meetings, internal Quality Assurance/Quality Control plan reviews, etc.).

1. Construction Period: Mobilization; Demolition method and sequencing; plans to avoid utility outages; submittals and material delivery; generator relocation etc.

1. General Project Delivery Schedule and Narrative - Show relationships between construction document development/completion (including required review activities) and construction activities.

1. Schedule shall indicate all elements of the design and construction timeline, from notice to proceed (NTP) (in order to establish a common baseline among all offerors, assume NTP date of September 30, 2022) to contract completion, including but not limited to preconstruction meetings and submittals, design and design phase approvals, utilities, demolition, material lead times, utility installations, testing/adjusting/balancing, construction and post-construction submittals, close-out. Use period of performance listed on the solicitation.

(2) The offeror shall specify how much allowance has been made for bad weather in the schedule, the days of the week and the hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.

(3) Short Schedules - The offeror will provide a written commitment as to the time frame (number of days after receipt of the notice to proceed) within which the offeror will guarantee completion. The maximum anticipated completion of this project (including design and construction of the entire project) is indicated in the SOW. Shorter schedules (must include required Government review times), if obtainable, will receive more favorable scoring. The offeror’s schedule will establish the contract completion date and will be incorporated into the award.

(b) Basis of Evaluation:

The basis of evaluation will include the bar graph detailed schedule considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering requirements for the construction period and general project delivery. The Government will evaluate the likelihood that the work will be performed in accordance with the stated schedule given the technical requirements of the RFP.

Factor 5 – Price

(a) Solicitation Submittal Requirements:

The offeror is required to prepare and submit the following price documents in a separate section of the Phase II proposal.

1. Bid Schedule
(b)Basis of Evaluation:

Price will be evaluated for reasonableness, and to confirm the proposed price does not exceed the amount of funding available for the procurement. Pricing shall be entered into the Bid Schedule located within the solicitation above in Section A.4. Price analysis will be performed using one or more of the below techniques to ensure a fair and reasonable price:

1. Comparison of proposed prices received in response to the RFP.

1. Comparison of proposed prices with the Independent Government Cost Estimate.

1. Comparison of proposed prices with available historical information.

1. Comparison of market survey results.

I.5. AN ADJECTIVAL RATINGS/DESCRIPTIONS
