2. Nature and/or Description of the Action Being Approved: The action being reviewed and approved is a justification for a sole source firm-fixed-price award to a SDVSOB (Veteran’s Healthcare Supply Solutions) for Muskogee’s requirement for replacement three Automatic Endoscope Reprocessors (AER). Veteran’s Healthcare Supply Solutions is a SBA verified vendor.

Description of Supplies/Services Required to Meet the Agency’s Needs: EOVAHCS requires replacement of the existing three Automatic Endoscope Reprocessors (AER). These devices (machines) automatically clean, disinfect and dry flexible endoscopes and ultrasound probes in between patient use. The three (3) existing Medivator Advantage Plus Automatic Endoscope Reprocessors are currently at end-of-life (EOL). These devices have been repaired at least three times since January 2023, and they are often breaking down altogether, causing work stoppage. The current three devices need to be removed prior to installation of the new AER devices. The old AER devices also will need to be decontaminated and disposed on, in accordance with Federal, state and local environmental laws. Delivery schedule is estimated to be 16 weeks after receipt of order, FBO destination. A 1-year manufacturers with upfront 2 year extended warranty would take effect immediately upon installation of the AERs by the contractor. The procurement would be a one-time, firm-fixed-price, open market contract of three AERs, plus installation, as well as deinstallation, extended warranty and removal of three old AER devices. 4. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VAAR 819.7008 allows sole source awards to a SDVOSB based on 38 U.S.C. 8127(c). The SDVOSB concern (VHSS, Inc.)

has been determined to be a responsible source with respect to performance. The SDVOSB meets the eligibility requirements outlined in 819.7003. Veterans Healthcare Supply Solutions is the only SDVOSB authorized distributor of the Reprocessors and is their exclusive authorized SDVOSB distributor. This email is uploaded to the eCMS briefcase for reference.

The Advantage Plus, manufactured by Cantel (part of Steris Corp.), is the only brand of AER that will fit in the existing room structure with all existing plumbing and electrical fixtures without the need for major room renovations, without a major reconfiguration of electrical and plumbing works, without retraining VA staff on new devices, and without having to procure additional hookups. The Advantage Plus is the only known brand and model that will not cost the VA additional funds in renovations, engineering of plumbing and electrical works and hookup kits.

In order to maintain consistency of operations, existing wall structure, existing hookups, and staff competency, without costing the VA more in effort and money, the same model AER device criteria must be acquired. The Advantage Plus AER is the only model suited for the Sterile Processing Service’s (SPS) location. The existing construction for the installation location was designed according to the Medivator Advantage Plus AER specifications. If a different device were purchased, a full range of adapter connections and hookups would have to be purchased, and these would not be compatible with any of the Advantage Plus AER devices already in use in the facility.

The AERs required by EOVAHCS must include installation by the contractor. Contractor must have capability to utilize existing property, plumbing, hookups and electrical for the new devices. The new AERs (automatic endoscope reprocessors) must be compatible with the facility owned Advantage Plus AER Hookups with the following product numbers. EOVAHCS owns the following quantities of these hook-ups which are specific to the individual instruments. The total catalog price of these is

Additionally, the VA needs to avoid compromising the efficacy of the disinfection process and needs to maintain compliance with FDA and Joint Commission standards, by not mixing hookups from various manufacturers or installing non-approved hookups.

A complete renovation of VA property and purchase of new consumables and hookups would result in significant cost and delays. VA does not have internal resources to remove and dispose of the current AER devices when the replacement devices are installed.
