About this file
This document contains questions and answers from potential vendors regarding solicitation number 36C25923Q0965 for food service cook staffing services at the Cheyenne, Wyoming VA Healthcare System. The requirement is for staffing food service cooks and differs from the previous contract held by the incumbent, Hamhed Limited Liability Company. The budget and previous contract details are not disclosed. Vendors are advised to submit their best competitive offers. The solicitation period is only six days to allow adequate time for responsive bids without heavy subcontracting. On average, it takes one month to onboard a new cook candidate once approved by the Contracting Officer's Representative and complete necessary background checks and PIV badging. The Contracting Officer will enforce limitations on subcontracting using FAR and VA policies to ensure at least 50% of the work is performed by the prime contractor.

Vendor Questions & Answers
1) Who is the incumbent?
Answer: The incumbent is Hamhed Limited Liability Company. However, the requirement is different than the current contract.
2) What was the previous/current contract# for this requirement?
Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with updated details listed in the RFQ, SOW, Price/Cost Schedule.
3) What is the budget for this requirement?
Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a simplified acquisition under FAR 13.5. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.
4) Why is this solicitation open for only 6 days?
Answer: 6-days is more than enough time for a company to provide a competitive quote as long as they are not sub-contracting 50% or more of the work out and adding their pass-through cost to the VA.
5) On average how long does it take (lead time) from a Cook Candidate who is approved by COR and gets the necessary administrative & background checks to start the job with a PIV Badge?
Answer: Please review SOW section A., paragraph F.. On average it can take 1 month depending on how responsive the contractor and the Cook candidate is.
6) Why and how are you going to enforce the Limitations of Sub-Contracting?
Answer: As a responsible steward of tax payer funds, the CO has to exercise the right of the limitations of sub-contracting under FAR 52.219-14 and the CO will use any other pertinent VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting for set-asides are met.
