About this file
This document contains questions and answers regarding a federal contract opportunity to perform building 141 sewer corrections at a Department of Veterans Affairs medical center. The scope of work involves investigating and replacing sewer pipes within room B-35 that were determined to be damaged based on previous investigative efforts. The contractor will be responsible for removing and replacing all tile, fixtures and associated piping within the room. Consideration will be given to using trenchless repair methods such as cured in place pipe if deemed viable after investigation. Hazardous materials are not expected but the contractor will be responsible for any unforeseen conditions. Work can generally take place during normal business hours but some after-hours work may be needed.

CONTRACTOR Q&A’s
Building 141 Sewer Corrections
Q&A No 1: I was hoping to inquire with you regarding if alternative methods for performing the work are being accepted for this project? The requested proposed alternative entails pipe repair via a trenchless methods that is accomplished with Cured In Place Pipe (CIPP) or pipe bursting. We believe that this proposed alternative will suffice the intent of the project and will also greatly reduce the currently required amount of disturbance.
Answer No.1: The VA is willing to consider CIPP method for this project. Upon completion of the investigative effort to determine the pipes integrity, the viability of this option will be considered.
Q&A No 2: Please confirm the plumbing scope on the current plan sheet “B-35 Remodel”. It appears the line in blue below is the required area to be replaced as it appears based on the B-35 remodel plan that there is a wall that has been furred out and the sewer line runs nearly underneath the furred-out wall which will require removing the wall to complete the scope. During the past VA’s investigative efforts, it was determined that the damage to the sewer pipe close to the point of use fixtures inside of B-35. Due to this it was determined that all sewer pipe within B-35 is to be replaced to insure future functionality.
· Please provide more scope details on the area behind the wall cavity that include all the piping and pipe size/types. Area in question is shaded blue below.
· Sink appears to be picked up by a 1” waste line however that is all that can be determined without removal of the furred-out wall.
· Tile will most likely not be able to be matched and most the floor will be demo’ d, should we assume, the flooring should be complete redone with similar tile? If there is a particular tile recommended, please tell us.
· The existing tile shall be removed in its entirety. A similar product is to be reinstalled. Title to be submitted for approval by COR.
· It appears since the wall must be removed to compete the scope; the wall tile will likely be effected and lot colors likely won’t match. Should we assume the walls must be completely redone with a similar tile?
· The existing tile shall be removed in its entirety. A similar product is to be reinstalled. Tile to be submitted for approval by COR.
· Will the lateral sewer lines feeding the toilet, sink floor drain and urinal need to be replaced?
· The lateral lines in room B-35 are to be replaced while the excavation is open.
· The partitions will have to be temporarily remove for construction; Will new toilet partitions be required?
· Contractor to remove and store for duration of the project for reinstallation. Partitions shall be protected from construction activities.
· Please specify new fixtures required and specifications of any new fixtures (drain, toilet, sink, urinal).
· Contractor to remove the drain, sink and urinal and store for duration of the project for reinstallation. Fixtures shall be protected from construction activities. The toilet is to be replaced. Specifications have been added to the solicitation. Please see SAM.gov for updates.
· Please provide estimated depth from the top of tile to the bottom of sewer.
· Estimated depth is not expected to exceed 5 ft
Answer No.2:
Q&A No 3: Can the VA scope the sewer line from a cleanout or sanitary sewer manhole outside of the building to better define the scope of work? If the VA can determine the cause of the backed-up bathroom, it may result in a significant cost savings.
Answer No.3: VA’s investigative efforts did not provide the source or location of failure. Per the contract scope of work, it will be the responsibility of the contractor to investigate the pipe from the exterior side.
Q&A No 4: Is the location of the break/clog inside the bathroom or in the hallway? If unknown please provide the LF of sewer line repairs.
Answer No.4: According to VA’s investigative efforts it was reasonably determined to be in B-35.
Q&A No 5: Has a hazardous materials report been generated? If not Please provide a SF allowance for asbestos mastic/tile removal.
Answer No.5: The VA does not expect hazardous materials to be discovered with in the scope of this project as B-35 has been recently remodeled.
Q&A No 6: The statement of work requires scoping of the remaining sewer system after repairs are made. If additional damage is found, please confirm the VA will provide a change order to the contractor for repairs.
Answer No.6: Items listed within the scope are in no particular order. VA recommends the scope of the remaining pipe to be preformed prior to the completion of work in B-35. If the remining pipe is determined to need additional repairs it shall be treated as an unforeseen site condition.
Q&A No 7: Reference solicitation Page 7 of 57 Item d-4. Please provide specifications and a list of fixtures to provide.
Answer No.7: New fixtures will not be required. Contractor to remove and store for duration of the project for reinstallation. Fixtures shall be protected from construction activities.
Q&A No.8: Reference solicitation Page 7 of 57 Item d-5. Please provide the VA standard for drains.

Q&A No 10: Provide ICRA requirements including risk assessment and specific barriers required.
Answer No.10: See solicitation for ICRA requirements. ICRA was determined to be a level 2.
Q&A No 11: Can work be done during normal business hours?
Answer No.11: Yes, work will be allowed during business hours. Some after-hours work may be required for demolition activities that are anticipated to exceed noise levels.
Q&A No 12: Can the hallway be shut down to complete work?
Answer No.12: VA prefers hallway to be accessible but would consider full closure if deemed absolutely necessary.
Q&A No 13: Does the waste line connect to the upper floors of the building?
Answer No.13: No.
