About this file
This single source justification document requests approval to purchase an Ellex ABSolu eye ultrasound system from LumiBird Medical for the Oklahoma City VA Healthcare System's Ophthalmology department. The ABSolu system is needed to replace an obsolete EyeCube unit and allows for the best comparison of prior patient data, requires minimal training due to its similarity to the EyeCube, and interfaces well with existing computer systems. Only the ABSolu probes and accessories are compatible with the ABSolu console, and no other eye ultrasound systems can communicate with the installed software. The Ophthalmology department requires the ABSolu's capabilities for evaluating patients without a posterior view, ocular tumors, and iris lesions to avoid sending veterans to outside providers. The estimated total value of the ABSolu system and one-year warranty is . The contracting officer certified the purchase is in accordance with FAR 13.106-1(b).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Opthalmology department is needing to replace the current obsolete unit (EyeCube) as it is no longer supported by the company and the software is too outdated. The ABSolu is the new model of the EyeCube. Therefore, the ABSolu is the requested equipment because it allows for best comparisons of prior data taken on the EyeCube machine due to high concordance of the two units, requires minimum training due to similarity, and interfaces well with our computer system. The ABSolu is the ultrasound unit utilized at the affiliate medical center, which also greatly decreases the amount of extra training the residents, who rotate from the affiliate medical center, need to undergo while on their VA rotation. In an email with Karissa Mitalovich, Regional Sales Manager, at LumiBird it was stated that no other manufacturer’s equipment is compatible with the ABSolu and that only the LumiBird Medical ABSolu probes and accessories are compatible. It was also conveyed that no other eye ulstrasound systems will communicate wit the software already in place at the OKC VAHS affiliate center. The ABSolu comes with the B-Scan, A Scan, and UBM probes which are necessary to have in the eye clinic to evaluate eyes with no posterior view, ocular tumors, and iris lesions. Failure to have these tests will require sending these patients out to community care, which is very inconvenient for patients and providers.
Due to the complex nature of this treatment/diagnosis, the Ophthalmology department needs a 5 annular transducer ring on a single probe to provide extended depth and greater lateral visibility with increased resolution. Probes must be magnetically driven. Probes must also have linear 50Mhz closed transducer, which provide a more accurate reading. Additionally, a built-in accelerometer sensor which automatically orients inside the eye is ideal, to assist with residents in training. The ultrasound probes must also be capable of area focus of the orbit, retina, and vitreous simultaneously through their ability to set the depth of penetration. Lastly, the ophthalmologists require a standardized A scan that views internal reflectivity.
Market research shows that if another manufacturer’s system were to be purchased it would cost an estimated .
4. Description of market research conducted and results or statement why it was not conducted:
LumiBird was contacted to verify if there were any authorized distributors for these items. Corps Medical Supply was identified as being an authorized distributor. A search on VIP, SAM, GSA, NAC contracts, and SAC contracts was also conducted as well as searching FPDS for previous purchases.
5. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
