B.2 STATEMENT OF WORK
1. Contract Title Rocky Mountain MIRECC Website, Promotional, and Technical Support
2. Background The Rocky Mountain Mental Illness Research Education and Clinical Center (MIRECC) for Suicide Prevention is a leading research, education and clinical center on Veteran suicide prevention. The mission of the Rocky Mountain MIRECC is to study suicide with the goal of reducing suicidal ideation and behaviors in the Veteran population. Towards this end, the work of the Rocky Mountain MIRECC is focused on promising clinical interventions, as well as the cognitive and neurobiological underpinnings of suicidal thoughts and behaviors that may lead to innovative prevention strategies. This contract will support similar requested tasks in four areas to include: (A) clinical core, (B) National Center for Veterans Financial Well-being, (C) education core, and (D) Patient Safety Center of Inquiry (PSCI). The contractor must have experiences working with Veteran issues and in the field of mental health.
2.A Background – Clinical Core Suicide Prevention is Veterans Affairs (VA) top clinical priority. Suicide rates are higher among Veterans than the general public. Research shows that Veterans who receive their health care through VA are at a lower risk of dying by suicide than Veterans who do not receive their health care through VA. VA aims to reach all Veterans including those who receive their health care in the community in order to reduce the overall Veteran suicide rate. Bringing the expertise of VA researchers and clinicians to community providers who work with Veterans will help achieve this goal.
The VA Suicide Risk Management Consultation Program (SRM) was launched in 2013 for VA providers and has since expanded to offer consultations to community providers who treat Veterans outside VA. SRM was developed and is facilitated by researchers and clinicians at the VA Rocky Mountain Mental Illness, Research, Education, and Clinical Center (RM MIRECC) for Suicide Prevention. SRM provides free consultation, support, and resources that promote therapeutic best practices for providers working with Veterans at risk for suicide. Consultation activities range from tailored support on a case-by-case basis to sharing resources and building evidence informed skills relevant to Veteran suicide risk management. SRM also offers consultation and resources regarding postvention (support provided to someone after they have lost someone to suicide).
The Clinical Practice Guideline (CPG) for Patients at Risk for Suicide uses evidence-based information to guide health care providers in suicide prevention screening, evaluation, treatment, and case management. The CPG website helps translate the clinical recommendations into tangible strategies by providing a roadmap and resources for how to apply them to service members and Veterans.
The target audiences for SRM and the CPG website are VA and community providers serving Veterans at risk for suicide. Examples include, VA mental health clinicians, community mental health clinicians, Veteran service organization staff, etc.
Funding has been awarded to RM MIRECC to improve suicide risk assessment and management service delivery for Veterans through the dissemination of evidence-informed suicide prevention strategies. The purpose of this SOW is for RM MIRECC to solicit proposals for contracted services (contractor) from qualified marketing companies to develop and produce SRM and/or CPG products, support the SRM lecture series, maintain SRM and CPG websites and report on SRM and CPG website metrics for a one-year campaign with the goals of:
1. Supporting further dissemination of SRM and its related resources, including the SRM lecture series and updated CPG.
2. Providing regular updates to the field regarding examples of implementation of the CPG and updating the site once the next CPG is released The work related to this SOW would complement and enhance existing efforts of SRM and CPG (e.g., existing webpage, outreach to partners, etc.).
2.B Background – National Center for Veterans Financial Well-Being The National Center for Veterans Financial Well-Being was established in September 2022 by the VHA Office of Mental Health and Suicide Prevention (OMHSP). The mission of the center is to empower Veterans to take charge of their financial well-being. Our vision is for every Veteran in the United States to earn more money, save more money and protect their money by taking advantage of financial tools and resources. The center aims to provide a directory for Veterans and their families to connect to financial resources and financial tools for: meeting basic needs (home, food, auto, clothes); managing money (budget, savings and discounts, reducing impulse buying); increasing income (work, school, benefits, disability/pension, investing); lowering debt and bills (utility, internet, medical, legal); protecting money (avoiding scams, secure banking, preparing for financial emergencies).
The target audience of the National Center for Veterans Financial Well-Being is Veterans, Military Families, VHA Staff, VBA Staff, DoD Office of Financial Readiness, DoD Transition Assistance Program (TAP). The purpose of this SOW is to help spread the word to Veterans, their families, and those who serve Veterans about the center website, which aims to connect Veterans to financial resources and tools to earn more money, save more money, and protect their money by soliciting proposals for contracted services (contractor) from qualified companies to develop, produce and implement a web development and comprehensive marketing plan with all related content and materials for a one year campaign with the goal of increasing the number of visitors to the center website
The contractor will work directly with the center staff to develop and implement a Marketing Campaign that builds on the current National Center for Veterans Financial Well-Being brand identity and marketing efforts while introducing new, innovative and effective ideas that will increase awareness of the National Center for Veterans Financial Well-Being as a hub for Veterans to access financial resources and tools.
The contractor is expected to advise National Center for Veterans Financial Well-Being on best practices that ensure that target audiences understand and can readily use the website of the National Center for Veterans Financial Well-Being. The website is the main hub for dissemination and links to a variety of other suicide prevention resources and products.

SECTION C - CONTRACT CLAUSES
C.1 52.212-4 CONTRACT TERMS AND CONDITIONS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEC 2022)
(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.
(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.
(d) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at Federal Acquisition Regulation (FAR) 52.233-1, Disputes, which is incorporated herein by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(g) Invoice.
(1) The Contractor shall submit an original invoice and three copies (or electronic invoice, if authorized) to the address designated in the contract to receive invoices. An invoice must include—
(i) Name and address of the Contractor;
(ii) Invoice date and number;
(iii) Contract number, line item number and, if applicable, the order number;
(iv) Description, quantity, unit of measure, unit price and extended price of the items delivered;
(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading;
(vi) Terms of any discount for prompt payment offered;
(vii) Name and address of official to whom payment is to be sent;

(ix) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.
(x) Electronic funds transfer (EFT) banking information.
(A) The Contractor shall include EFT banking information on the invoice only if required elsewhere in this contract.
(B) If EFT banking information is not required to be on the invoice, in order for the invoice to be a proper invoice, the Contractor shall have submitted correct EFT banking information in accordance with the applicable solicitation provision, contract clause (e.g., 52.232-33, Payment by Electronic Funds Transfer—System for Award Management, or 52.232-34, Payment by Electronic Funds Transfer—Other Than System for Award Management), or applicable agency procedures.
(C) EFT banking information is not required if the Government waived the requirement to pay by EFT.
(2) Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.

The Contractor shall indemnify the Government and its officers, employees and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.

For the purpose of computing the discount earned, payment shall be considered to have been made on the date which appears on the payment check or the specified payment date if an electronic funds transfer payment is made.

(B) Affected contract number and delivery order number, if applicable;
(C) Affected line item or subline item, if applicable; and
(D) Contractor point of contact.

(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.
