Questions and Answers for RFQ – Security Assistant Services
1. RFP Page 6, Paragraph 4.1: This paragraph states that personnel must be available 7 days a week, 365 days a year and that the work schedule in 0730-1600. Paragraph B.2 calls for pricing 1,040 hours for a six-month period of performance. Would the Government clarify the staffing requirement and work schedule for this effort? For instance:
a. Does the 1040 hours include paid time off for Government Holidays?
The facility will be closed on all federal holidays, and contract employees are to be paid in accordance with local, state, and federal regulations.
b. Is there an expectation that the position is staffed every workday which would preclude a single individual from taking vacation or sick days?
The QASP has some tolerance for unavailability. In any case, it is the contractor’s discretion how they decide to cover the performance so long as personnel are qualified and have submitted to the security requirement.
c. Under what circumstances would an employee be expected to be available 7 days a week, 365 days a year?
Work hours are M-F except for federal holidays. This is generally a 40 hr workweek.
d. Does the work schedule associated with 1,040 hours include working on weekends?
The contractor will not work on weekends.
e. PWS paragraph 4.1 language has been revised as:
4.1 Work Schedule: Contract personnel must be available Monday through Friday (40 hour weekly) except for federal holidays. The work schedule is 0730-1600.
2. Will the government allow the 1 FTE Security Assistant to work remote? If not, how many days per week is the Security Assistant expected to be onsite?
The work cannot be performed remotely. 5 days/week except for federal holidays.
3. Under 4.0 Hours of Operations, it states the Work Schedule: Contract personnel must be available 7 days a week, 365 days a year. Is the government expecting the Security Assistant to work on weekends?
The contractor will not work on weekends. This is a 5-day/week Monday through Friday except for federal holidays. Generally, 40 hours per week.
4. Is the government expecting the Key Personnel resume to be submitted with the proposal?
No, however, the contractor is required to ensure personnel meets the minimum qualifications as well as security requirements.
5. Is there a current incumbent? If so, what is the contract number associated with the incumbent?
This is a new requirement and there is no current contract in place.
6. RFP Page 41, Paragraph E.4: In describing the evaluation factors under Technical Capability, all the listed items relate to personal requirements of a perspective employee.
However, in the Offer Submittal Instructions for Volume II: Technical/Management Approach, there is no requirement to address the personal requirements contained in the evaluation factors. There appears to be a disconnect between the Submittal Instructions for the Technical/Management Approach and the Evaluation Factors used to perform a Technical Evaluation. Would the Government please reconcile differences between the Submittal Instructions and Evaluation Criteria for the Technical/Management submittal?
Volume II: Technical/Management Approach language on page 37 of RFQ 36C25923Q0345 has been revised to add in (see the bold and deletion/crossed out sections):
Volume II: Technical/Management Approach
1) Offerors shall submit documentation illustrating a clear description of the management methodology that will be used for executing the effort described in the PWS. This description shall include personnel requirements stated in the technical evaluation factor on page 41 of RFQ (52.212-2 Evaluation -Commercial Products and Commercial Services (Nov 2021)), staffing approach, background investigation considerations, meeting deliverable deadlines, identifying, and managing risks, and details of how the proposed effort will be assigned within the corporate entity and among any proposed subcontractors.
2) Please ensure this section does not exceed eight (8) pages in length (minimum 12-point font and no less than ½ inch margins). Page limitation includes any drawings, charts, images, etc., and excludes section dividers, table of contents, glossary of terms, cross-referencing indices., and resumes. If more than 8 pages (not counting excluded pages) are submitted, only the first 8 pages will be considered.
