Questions and Answers
1. You are expecting approximately 30 pre, 30 annual, and 3 special assessments per year, is that correct?
- Yes
2. Looks like ideally these assessments would occur in person. Most of our assessment relates to answers to questions. For budgetary purposes we can keep costs down by mostly implementing these assessments through online forms and virtual meetings, which also increases attendance and decreases time until assessment completion.
- Remote exams make the most sense for many reasons (no travel required for officers, better standardization if all exams done this way, it also allows us to look at contractors outside of our immediate area—could have a contractor from another State perform online exams).
3. Are you open to mostly online and virtual and perhaps in-person as follow ups for greater certainty of assessment?
- Online/remote exams should be appropriate for all exams (pre-placement and annual exams).
4. Budget. We have completed assessments ranging from $500 per to $5000 plus. It really depends on the number of methodologies / questions used. Can you give us an idea of which price range is intended and we can design our assessment accordingly?
The government cannot provide price range or any funding estimates for this requirement.
5. The original SOW was very specific to evaluations in San Diego, CA. Is the actual location Salt Lake City, UT for all services?
Yes, Salt Lake City, Utah is the physical location.
6. The original SOW allowed for tele-health evaluations. Is the actual work all now required to be in-person?
- Shouldn’t be, per the Directive 0730—online/remote exams are approved.
7. Since this has been revised to a total SDVOB set-aside, is a sub-contracting plan still required?
Yes, sub-contracting plan still applies under VAAR 852.219-75 VA
