Questions and Answers

1. Can you please tell me what the unit "LT" stands for on the pricing sheet?

Are we just providing that one price? Not calculating miles on here.

LT means LOT

2. Can you provide an estimation of how many transports take place in a year.

We averaged 320 trips each year (2019-2022).

3. Do you have the following information regarding ambulance service at

Sheridan VA Medical Center?

1. Ambulance run data

1. Historical run data for each month since 2019

CY 2019 17.8 trips per month

CY 2020 22.0

CY 2021 36.2

CY 2022 32.0

2. Historical BLS/ALS run data for each month since 2019

Same as above

3. Historical mileage data for each month since 2019

Historical invoice data of this information is not captured

4. Historical average miles per day (per ambulance)

5. Historical min./max. number of miles per day (per ambulance)

6. Historical number of days ambulances were not in use

7. Historical data on usage of multiple ambulances at one time

(e.g., number of times 3 or more ambulances are in use simultaneously per week/month/year.

captured. Generally, no more than two at any one time which would include long-distance trips to such locations such as Billings, Casper, Gillette, Cody, Thermopolis…etc.

8. How many ambulances were dedicated full-time for

Sheridan VA use in 2022?

None, see below.

9. How many ambulances were utilized part-time for Sheridan

VA use in 2022?

Most, if not all of the ambulances at our disposal could be considered part-time and used within Sheridan for other non-VA transports.

10. Are all four ambulances requested based on current use?

This is a previous metric that would have also included the ambulance use for non-VA transports within

Sheridan.

11. How was the need for four ambulances determined?

This is a previous metric that would have also included the ambulance use for non-VA transports within

Sheridan.

12. Are all four ambulances expected to be located in Sheridan when not on assignment (e.g., after-hours).

Yes

13. Is the response time requirement for Sheridan VA Medical

Center only? Is there a time requirement for the other facilities within the SVHCS?

The expectation is the contractor would provide a response for non-emergent out-of-town trips (example:

Billings, Casper…etc.…) of a unit availability within 30 minutes. The actual transport timeline would depend on circumstances, when the patient would be ready, the sending & receiving facility ability to release & receive patient, time of day and weather/road conditions.

Within Sheridan for example, interfacility between

Sheridan Memorial to the Sheridan VA, would be 15 minutes to respond to our request. Deployment of the ambulance would be worked out with circumstances mentioned above factored in.

14. Is a handheld radio satisfactory or does it need to be mounted in the truck?

Handheld would be fine and is to be used if the Wyoming

Ambulance Leads/Dispatch cannot be reached. The key is ensuring there is communication for non-business hours with the VA AOD’s.

2. Rates

1. Are you requesting pricing for a base rate and a mileage rate for each year?

We will need to know the BLS/ALS and per mile rate and all other associated charges to include aircrew transport, delayed wait charge…. etc.….

2. What does the abbreviation LT stand for in the Unit column within the Price/Cost Schedule?

LT means LOT

3. What pricing are you requesting in the Amount column within the Price/Cost Schedule?

We will need to know the BLS/ALS and per mile rate and all other associated charges to include aircrew transport, delayed wait charge…. etc.….

4. What Grand Total Amount is being requested?

That cannot be provided

5. Is OT authorized?

Contractor is to be reimbursed based on the medical transport type, mileage rate and other agreed upon pricing.

Any overtime expense is to be incurred by the contractor.

6. What provider certifications are required? (NREMT, ACLS)

Requirements/certifications must meet the State of

Wyoming Emergency
