Additional Questions and Answers VISN19 EAP Services

Question 1: Under program requirements, 1.a, it states that counselors will be located no more than 15 miles from the employees’ primary work site. As you know, VISN 19 covers some rural areas where in-person counseling resources may not be as plentiful. Would virtual (via a live, web hosted platform such as Microsoft Teams) and/or telephonic counseling sessions be allowed in those situations where community resources are limited? Alternatively, could this requirement be adjusted to 30 miles, to allot for a wider area?

Government Response: Yes, virtual sessions will be allowed. Yes, counselors’ location can be adjusted to 30 miles.

Question 2: In sections 5.c and 5.d, the SOW calls for DVD’s. Due to employee feedback and dwindling use, we have discontinued use of DVD’s. We now host these services online via our website, would this be an acceptable alternative to DVD’s?

Government Response: Yes, alternative to DVD is allowed.

Question 3: Under program requirements, 5.f, there is not a frequency for training sessions listed. Is this a quarterly or annual (or other frequency) requirement, for example?

Government Response: Training sessions will be annual on site or virtual.

Question 4: 4) As it relates to 5.e and again 5.f, regarding the annual orientation and the (to be determined frequency) of supervisor training sessions – this is per VISN 19 facility, correct?

- To be clearer, the requirement is for 1 annual orientation held at each of the nine VISN-19 facilities? And the same question with the supervisor training sessions?

Government Response: Yes, orientation and supervisor training per VISN 19 facility. This includes 8 facilities and VISN 19 HQ (9).

No additional questions will be answered in regard to this requirement.
