Questions and Answers

1. What is the minimum period of performance for this requirement?

Answer: The minimum period of performance is one year with a potential of up to five years if all option years are exercised.

2. How many days of applications trainings are required for the MRI technologists?

Answer: average is 3 days

3. Is this for 5 days per week? If so, the mobile can remain on the pad 7 days per week?

Answer: Yes, Monday- Friday, Mobile can remain on the pad.

4. Do you want staffing included?

Answer: No staffing included; we will have our own techs.

5. Is the commencement start date correct, 1 Aug 22? If so, the bid deadline is July 21. In my experience, it takes at least a week to review and award a contract (typically 3 weeks). That would bring the award date to July 28th (Thursday) and service to start on the following Monday (Aug 1). Unless the awardee has a coach sitting at a location down the street, I venture to say most suppliers like me could not meet that timeline. August 15th would be a challenge but is a more reasonable start date and provides you with more options.

Answer: Thirty days after the award date would be reasonable.

6. Please define "State of the Art" as stated in this section.

“4. MRI EQUIPMENT/SERVICES/SUPPLIES

The Contractor shall provide MRI services with reliable, state of the art FDA approved equipment that provides image quality meeting or exceeding that of a 1.5 Tesla System and have magnetic resonance angiogram (MRA) capability. Equipment shall support 8-16 channel receiver coils and capable of parallel imaging, diffusion/ADC.”

Answer: State of the Art refers to the most recent advances in MRI equipment and technology on the market today. Scanners that have high level of general development for equipment, device techniques, advanced software. Such as, enable faster scanning time, quieter scanners, advanced post processing, high quality images, weight limited capacity improved to accommodate larger patient size, high quality touch screen monitors.

Further clarification: We believe that the term "State of the Art" needs to be defined with measurable specifications. The actual SOW can be accomplished with a number of systems that are not necessarily the newest model offered by the OEM.

Answer: The statement “state of the art” has been removed from the Statement of Work.

7. Please confirm the type of third party equipment that is used to produce visual stimulation for functional MRI imaging?

Answer: PACs system (film storage)- AGFA Enterprise Imaging (EI)

Further clarification: Functional MRI is not a problem however we need to understand if there will be any specific interface needs with third party equipment which is not possible to answer if they have not made a purchasing decision.

Answer: The medical center does not have third party equipment at this time. In the future they would like to do MRI Scans using a method such as dichoptic stimulus presentation, Fiber Optics, a projector, flash cards.

8. Please confirm the specific type of cardiac studies that are required to be done?

Answer: Cardiac studies are not anticipated at this time.

9. Please confirm the actual solicitation due date. SAM states July 20th and your paperwork states July 21?

Answer: Quotes are due on July 21, 2022.

10. Are there any special procedures (advanced cardiac, prostate, or breast) or specific software versions/level/or packages that the site will be expecting/needing to optimally perform their work? (A detailed description will help ensure the site is satisfied with the mobile when it shows up).

Answer: Prostate MRI- coil, MRA Angiography runoff-

11. What system is currently in use at the site?

Answer: Philips 1.5 Tesla system

12. Is the contractor providing the technologist or is the staffing provided by the hospital?

Answer: Staffing is not required. The medical center will utilize their own technologists.

13. The language related to "Gray Market" items needs to be addressed since this is a rental not a sale.

Answer: This is not applicable since this requirement is for the rental of a Mobile MRI Trailer and not a purchase of one.
