1. The Department of Veterans Affairs, Network Contracting Office 19, is seeking sources for a potential agreement to supply and install an expansion to a facility Access Control Security System for the VHA’s Member Services facility in Topeka, KS. See the attached Statement of Work (SOW) for more details.

2. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, service-disabled veteran owned small business, veteran owned small business or large business) relative to NAICS 561621 – Security Systems Services (except Locksmiths) ($22 Million size standard).

Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought synopsis, a solicitation announcement may be published on Contract Opportunities or GSA. Responses to this Sources Sought synopsis are not considered adequate responses to the solicitation announcement.

PERFORMANCE WORK STATEMENT

1. GENERAL: The Veterans Health Administration – Member Services (VHA-MS) is seeking a qualified Contractor to install additional CCure 9000 Access Control Security System (ACSS) access points and services at the VAMC Campus 3401 SW 21st Street, Building 9, Topeka, Ks 66604. This requirement also includes installing electronic door hardware, PIV card readers and connecting current CCTV cameras. The goal of this acquisition is to ensure the security of our facilities by providing PIV card reader access to all building doors listed below and integrate the camera system with CCure 9000 that will provide a safe work environment for staff.

1.1 Description of Services: The Contractor shall provide all management, personnel, plant, labor, supplies, tools, equipment, communication devices, transportation, and fuel necessary to perform requirements to the standards defined in this PWS (Performance Work Statement).

1.2 Background: The Topeka VHA MS Call Center has an individual CCure 9000 ACSS at the site. The need is to eliminate the use of keys for door entry and connect CCTV cameras to the CCure system.

1.3 Objectives: Obtain a qualified contractor to install the additional door access points and connect CCTV cameras currently in place to the current CCure 9000 ACSS at Topeka, Kansas.

1.4 Scope: The Contractor shall update a complete CCure 9000 ACSS at Topeka, KS, install PIV card readers, electronic door hardware and connect CCTV cameras.

The following is a list of the 71 doors (70 interior and 1 exterior).

1.6. General Information

Federal Observed Holidays and Military Training Holidays: Do not schedule work on Federal holidays or days observed in lieu thereof. The Federal holidays listed below are observed. When a holiday falls on a Sunday, the following Monday will be observed as the holiday. When the holiday falls on a Saturday, the preceding Friday will be observed as the holiday. When a service is required fewer than three times per week and the time for that service falls on a holiday the work shall be accomplished on the day following or preceding the holiday.

1.6.1 Hours of Operation

1.6.1.1 All Buildings: The Contractor shall schedule all normal work requirements to be performed during the hours of 6:30 a.m. to 4:00 p.m., Central Standard Time (CST) Monday through Friday, unless advanced coordination is made and approved between the Contractor and the Contracting Officers Representative (COR). There will be doors in the call center areas that will need to be done when staff is not working in the area.

1.6.1.2 Facility Severe Weather Closure: If the VHA facility is closed due to emergencies, administrative closings, or severe weather strikes prior to the workday, Contractor employees shall listen to one of the local radio and television stations for operations announcements regarding closures.

1.6.2 Quality Control: Quality control is the Contractor’s responsibility. Contractor quality controls are how the Contractor assures the services are accomplished in accordance with (IAW) contract documents. The Contractor shall develop and maintain an effective Quality Control Plan (QCP) to ensure services are performed IAW this PWS and associated documents.

1.6.2.1 Documentation: The contractor shall prepare, submit, and maintain copies of QC inspection schedules and QC inspection reports of all QC activities. Contractor shall develop the necessary schedule format and inspection report forms and submit to the COR. These reports shall include factual evidence that inspections had taken place, deficiencies were noted, and corrective action was taken to correct the deficiencies.

1.6.3 VA Quality Assurance: The VHA is responsible for quality assurance and will monitor the Contractor’s performance under this PWS. The COR is the VHA’s Quality Assurance Evaluator.

1.6.4 Type of Contract: The VHA will award a Firm Fixed-Price service contract.

1.6.5 Security Requirements: Site facilities are secure facilities. Contractor will be issued contractor badges for access. This will be coordinated with the site Facility Operations Specialist at each site.

1.6.5.1 Key Control: All references to keys include key cards. If required, the Contractor shall establish and maintain a key control system to ensure that VHA keys and key cards issued to the Contractor are not lost, stolen, or used by unauthorized persons. The COR and Contractor will conduct an initial inventory on all keys and key cards prior to the start of contract performance. No keys issued to the Contractor by the VHA shall be duplicated.

The Contractor shall develop procedures covering key control that shall be included in the

QCP. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys or key cards to the COR. The Contractor and COR shall review and inventory all keys and key cards issued to Contractor annually.

1.6.6.1.1 Lost Keys: Lost keys shall be reported to the COR and the CO.

1.6.6.1.2 Unauthorized Use of Keys: The Contractor shall prohibit the use of VHA issued keys by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas.

1.6.5.2 Lost and Found Property: Turn in all articles of possible personal or monetary value found by the Contractor's employees while performing duties under this contract to the COR. Obtain receipts for articles turned into the COR.

1.6.6 Contractor Employees

1.6.6.1 Qualifications: Contractor and sub-contractors shall possess licenses as required by state and local jurisdictions; shall demonstrate relevant years of experience installing and/or performing maintenance with Software House iStar Ultra ACSS panels and CCURE 9000, Version 2.80 software (Tyco Security Products) for identified systems; shall possess certificates as identified below. Contractor shall possess factory training and awarded factory certification at time of proposal for identified systems; shall demonstrate field capability to install and maintain identified systems and shall provide training and certification records as part of the quote provided.

a. Contractor shall be certified in Software House iStar Ultra Control Panel. Contractor must be able to provide proof of certifications.

b. Contractor shall be certified in CCure 9000, Version 2.80 or better (Tyco Security

Products). Contractor must be able to provide proof of certifications.

c. Contractor shall ensure each individual employee has experience as it relates to this project, which includes but is not limited to, installing and/or performing maintenance with Software House iStar Ultra ACSS panels and CCure 9000, Version 2.80 or better (Tyco Security Products), installing and maintaining security systems.

1.6.7 Post-Award Conference and Periodic Progress Meetings: The selected Contractor shall attend a post- award meeting organized and scheduled by the COR. The COR is responsible for coordinating this meeting with the selected Contractor and any subsequent progress meetings etc. In addition, if the COR believes circumstances require the attendance of the CO then it is the COR’s responsibility to coordinate with the CO and the Contractor.

1.6.8 Contracting Officer’s Representative (COR): The COR is an authorized representative of a CO within the scope of his or her authority and is not authorized to change any terms and conditions of the resulting contract. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates, after contract award. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: ensure the Contractor performs the technical requirements of the contract;

perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract;

issue written interpretations of technical requirements, including VHA drawings, designs, and specifications; monitor Contractor's performance and notifies both the CO and Contractor of any deficiencies; coordinate availability of VHA furnished property, and provide site entry of Contractor employees.

1.6.9 Identification of Contractor Employees: All Contractor employees shall wear personal identification cards, or badges, while working on the Installation, to avoid creating an impression that they are VHA officials. Identification cards shall always be a minimum 3-1/2 by 2-1/4 inches and clearly visible and shall display at a minimum:

• name of contract

• Contractor's name (legal name under which the Contractor is doing business)

• contract number

• Contractor's phone number

• worker's name,

• color photograph of worker (full face),

• issue date,

• contract expiration date.

1.6.10 Contractor Personnel Conduct: Contractor personnel’s conduct shall not reflect discredit upon the VHA. The Contractor shall ensure their personnel present a professional appearance. The Contractor’s employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance. The Contractor is responsible for ensuring any Contractor employees providing services under this contract conduct themselves and perform services in a professional, safe, and responsible manner.

The Contractor shall remove from the job site any employee for reasons of misconduct or security. The Contractor shall ensure no Contractor employees conduct political related activities or events on the Installation.

Contractor shall ensure Contractor employees conduct themselves in a courteous and professional manner at all times and are dressed appropriately for the functions they perform, including shirts, pants, shoes, socks, and personal safety clothing and equipment.

All clothing shall be neat, clean and free of stains, tears or offensive language, symbols, or graphics. Hoodies are permitted, but hoods must be down within the facilities. Contractor uniforms are not required. It is suggested the Contractor design and encourage its employees to wear work shirts, jackets, or coats with the Contractor’s corporate logo displayed on the garments. Use of personally owned cell phones in VHA facilities call center areas is prohibited. Maps of the prohibited areas will be provided to the contractor site manager/ superintendent.

The VHA reserves the right to require removal of a contractor employee from the job site who endangers persons or property or whose continued employment is inconsistent with VHA security or mission accomplishment. The VHA reserves the right to refuse to permit any Contractor employee to perform services under this contract who is not in compliance with this contract. Failure of an employee to gain access to, or removal of an employee from, the Installation due to the above will not relieve the Contractor of any work required by this contract.

1.6.11 Emergency Medical Treatment: Emergency medical treatment and services for Contractor employees is the responsibility of the Contractor. The VHA will not provide occupational health or industrial hygiene services to Contractor employees.

The Contractor shall have competent employees trained and capable of dealing with minor employee injuries. Contractor employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor shall, in turn, notify the CO or COR within 30 minutes of the incident.

1.6.12 Accessibility: When facility is inaccessible, immediately contact the COR for access.

1.6.13 Safety Compliance - VHA Versus Contractor Responsibilities

1.6.13.1 Warning Signs: Display warning signs in all areas where Contractor operations may cause traffic obstructions or personal hazards. All signs shall be placed so that they are visible from all approaches.

1.6.13.2 Accessibility: Hallways, stairways, entrances, and doorways shall not be obstructed by any maintenance operations or storage of equipment or materials.

1.6.13.3 Furniture, Equipment and Materials:

1.6.13.4 Storage of Equipment: Equipment shall be stored in space provided by the VHA.

Equipment shall be secured or removed from the buildings when not being used.

2. DEFINITIONS, ACRONYMS, AND ABBREVIATIONS

2.1 Definitions: As used throughout the contract or in material referenced in the contract, the following terms will have the meanings set forth below:

• Contract Discrepancy Report (CDR) - A formal, written documentation of Contractor nonconformance or lack of performance for contracted work.

• Contracting Officer’s Representative (COR) - An employee of the VHA appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

• Contractor - A supplier or vendor awarded a contract to provide specific supplies or service to the VHA. The term used in this contract refers to the prime.

• Deficiency - A shortcoming in the quality or state of service performed.

• Equipment - A tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract. Equipment is not intended for sale and does not ordinarily lose its identity or become a component part of another article when put into use. Equipment does not include material, real property, special test equipment or special tooling.

• Fiscal Year (FY) - The period of 1 October to 30 September each year.

• VHA-Furnished Property (GFP) - Property owned and furnished by the VHA for

Contractor or resident use without charge or on a reimbursable basis as indicated in the contract.

• VHA-Furnished Service (GFS) - Service furnished by the VHA for Contractor or resident use without charge or on a reimbursable basis as indicated in the contract.

• VHA Property - All property owned or leased by the VHA. VHA property includes both VHA-furnished property and contractor-acquired property. VHA property includes material, equipment, special tooling, special test equipment, and real property. VHA property does not include intellectual property and software.

• Key Personnel - Contractor employees that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal. The prime contractor is responsible for performance of all subcontractors.

• Loss of VHA Property - Unintended, unforeseen or accidental loss, damage, or destruction of VHA property that reduces the VHA’s expected economic benefits of the property. Loss of VHA property does not include occurrences such as purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects.

Loss of VHA property includes but is not limited to:(1) Items that cannot be found after a reasonable search; (2) Theft: (3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or (4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.

• Material - Property that may be consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end-item. Material does not include equipment, special tooling, and special test equipment or real property.

• Performance Requirements Summary - Identifies the key service outputs of the contract that will be evaluated by the VHA to assure contract performance standards are met by the Contractor.

• Physical Security - Actions that prevent the loss or damage of VHA property.

• Property - All tangible property, both real and personal.

• Quality Assurance (QA) - The VHA procedures to verify that services being performed by the Contractor are performed according to acceptable standards and meets the requirements of the contract.

• Quality Control (QC) - All necessary measures taken by the Contractor to ensure the quality of an end product or service shall meet contract requirements.

• Standard - An acknowledged measure of comparison.

• Subcontractor - One that enters into a contract with a prime contractor. The VHA does not have privity of contract with the subcontractor

• Submittal - Anything that can be physically submitted or delivered, but may include non-manufactured things such as meeting minutes or reports

• Trash - The unwanted or discarded material resulting from commercial and industrial operations and from normal Fort Riley activities. Includes cardboard boxes.

• Trash Removal - Includes the pickup and removal of all papers and other debris.

• Work Day - The number of hours per day the Contractor provides services IAW the contract.

• Work Week - Monday through Friday, unless specified otherwise.

3. VHA-FURNISHED PROPERTY AND SERVICES

3.1 Services

3.1.1 Fire Prevention and Protection: The VHA will provide fire prevention and protection service at the facilities.

3.1.2 Refuse Collection: The VHA will not provide pickup service for refuse. The Contractor is responsible for disposal of refuse generated from this requirement.

3.2 Utilities: The VHA will furnish, without charge to the Contractor, natural gas, electricity, water, and sewage to support Contractor operations while performing the services specified herein. The Contractor is responsible for operating under conditions that preclude the waste of utilities and shall instruct employees in utilities conservation practices.

3.3 Storage: Storage space is not available within the facility. See 1.6.13.4

3.4 Equipment: The VHA will furnish the Virtual Server, ACSS computer (Windows 10), ACSS software (CCURE 9000, version 2.80), and Software House iStar Ultra control panels. ACSS computers/software are located within the facility.

4. CONTRACTOR-FURNISHED ITEMS AND RESPONSIBILITIES

4.1 General: Contractor shall furnish all materials, tools, equipment, communications devices, transportation, fuel, personnel, and supplies; estimates, plans, schedules, records, reports, licenses, registrations, certifications, permits, and signs required to perform the services of this requirement. Furthermore, as part of the quote, the contractor submits, they shall follow provision FAR 52.204-26 Telecommunications

Equipment or Services Representation, full text will be provided in the solicitation, and shall be followed by the contractor.

4.2 Facility Access: The Contractor shall contact the COR for access to the facilities.

4.3 Equipment

4.3.1 All equipment shall be inspected by the contractor prior to use to ensure safe operating conditions. Any equipment found to be a hazard or non-serviceable shall be removed from the facility upon discovery.

4.4 Signs

4.4.1 Caution Signs: Caution/safety signs required for performance of work specified in the contract shall be furnished and installed by the Contractor.

5. SPECIFIC TASKS

5.2 Access Control System Installation (ACSS)

a. Building 9, will have a total of 71 secured doors (70 interior and 1 exterior as part of the project. Each exterior door will have two multi-function PIV card readers assigned to it for entering/exiting functionality. The interior doors will have reader for entering only. These readers will be contactless and support multiple card types. All readers will connect to a panel capable of supporting a minimum of 16 readers. The panel will reside in Room 316, as well as the associated power supplies for the control panel, readers, and door locking hardware.

Contractor will install CCure 9000, version 2.80 onto the government provided computer located in room 311. Installation will include all components of the CCure system to include HID PIVclass Workstation. Contractor will provide a HID Omnikey Card Reader compatible with reading the USAccess PIV cards. Monitoring of the ACSS/CCTV will be performed in room A016. Contractor will provide cabling and connection to government provided monitors in room A016. Some modifications may be needed in order to accomplish this task. The installation of the door hardware and card readers will require running electrical whips and/or communication drops from existing boxes located in proximity of the doors. All electrical/communication boxes remain as indicated on the drawings. The installation may require installing electrical and/or communication boxes and wiring in the walls or installing surface mount boxes and cable track. Installation in the walls is the preferred method of installation where feasible. Any finishes disturbed during installation will be repaired to the original condition.

b. The CCTV cameras currently are cabled from the telecom room to the camera locations.

5.3 PIV CARD READER INSTALLATION

a. PIV Card Reader Installation (Doors with Rotating Handles). There will be a total of 70 secured doors with rotating handles that will require the installation of PIV Card readers and electronic door hardware. Each exterior door will have two multi-function PIV card readers assigned to it for entering/exiting functionality Interior doors will have one multi-function PIV card readers assigned to it for entering functionality. These readers will be contactless and support multiple card types. All readers will connect to a panel capable of supporting 16 or more readers. Panels may need to be added, updated, or modified for connecting card readers. Contractor will provide cabling and connection to government provided monitoring workstation equipment. Modifications may be needed to accomplish this task. The installation of the card readers will require running electrical whips and/or communication drops from existing boxes located in proximity of the doors and communication cables from readers to the designated telecommunications rooms. All boxes remain as indicated on the drawings. The installation may require installing boxes and wiring in the walls or installing surface mount boxes and cable track. Installation in the walls is the preferred method of installation and will be used where possible. Any finishes disturbed during installation will be repaired to the original condition.

5.5 Workmanship: The performance of work shall conform to the standards specified in this PWS and equipment manufacturers' written instructions. While performing services in the building during normal duty hours, work areas left unattended shall be protected with the necessary warning signage to protect occupants from possible safety hazards.

While performing services in the building after normal duty hours, maintain the physical security of the building. Keep doors closed and locked. Close and lock doors and windows and turn off lights upon completion of work. If the CO or the COR determine the work does not meet standards specified for a specific task, the Contractor shall redo the task at no expense to the VHA within 24 hours of notification. Any VHA property damaged by the Contractor during work performance shall be repaired or replaced immediately by the Contractor at no expense to the VHA.

6.0 Testing and Training:

6.1 All doors and equipment are tested and operational.

6.2 Training will be provided to MS staff on all systems installed or altered as part of the project especially the printer and door access groups and changes.
