Question and Answers for RFQ 36C25922Q0015

Questions and Answers

Question 1: Is there an incumbent contractor? Please provide contract award number and the annual contract amount. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill the new contract?

Government Response: Yes, the incumbent is Dependable On-Site Scan & Shred, Inc. dba Document Security Solutions. Award number 36C25921P0093. No other information about the current award will be provided.

Question 2: Evaluation. This first states “Award will be made using price and other non-price factors” and then in the last paragraph it says “Price alone is the sole evaluation factor.” Can you please clarify the evaluation factors?

Government Response: The Evaluation factors are found under Addendum to 52.212-2 EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES. The contractor shall meet the special standard in order for the price to evaluated.

Question 3: Can 52.219-4 be removed and replaced with 852.219-10 since this is an SDVOSB set-aside?

Government Response: FAR 52.219-4 cannot be removed because we are required to have it in all solicitations. Companies are able to be both Hub Zone and SDVOSB. VAAR 852.219-10 is not included because this is a SDVOSB set aside. All contractor’s must be registered in VetBiz as a SDVOSB to be considered for award.

Question 4: Would the Agency consider extending the number of option years to the more typical four rather than two?

Government Response: No, the government’s need is only for two option years.

Question 5: The weight of shredded paper is typically estimated while onsite, with a final weight tally provided on the monthly invoice – will this process suffice for the onsite Certificate of Destruction?

Government Response: Yes, that is acceptable for the onsite Certificate of Destruction.

Question 6: SOW 2.1 NAID certifies shredding companies but does not certify recycling companies or pulp mills since they don’t shred documents. Can you please confirm that you are requiring the awardee to be NAID Certified?

Government Response: Under Addendum to 52.212-2 EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES, the contractor must meet the special standard of responsibility.

SP1: Special Certifications. Offeror shall possess the following certifications:

a. A National Association for Information Destruction (NAID) certified, bonded, and insured contractor (and its subcontractors or third parties) for paper/printed media destruction who has contracted to provide sufficient reasonable safeguards to protect the temporary paper records until final destruction has been completed; or a non-NAID-certified contractor (and its subcontractors or third parties) who can satisfy the standards outlined in VA Directive 6371 Appendix A.

Question 7: SOW 2.2. If there is a post-award increase beyond the 105 bins required in the solicitation and used to calculate our bid, will a pricing adjustment be handled via contract modification?

Government Response: All changes to the award would be made via contract modification. The government does not need more than the 105 bins.

Question 8: Will any electronic media be presented for destruction? If so, what type, how much and will it be handled separately than under this contract?

Government Response: This remains unknown at this time and was put in the contract to cover the event if there is any electronic media needing destruction.

Question 9: Is this going to be a firm-fixed price contract with 12 set monthly invoices?

Government Response: Yes, this is a firm-fixed price contract with a monthly rate for the services provided.

Question 10: Are any bins located above/below the ground floor? If so, are freight elevators available to move them to/from ground level?

Government Response: Yes, there are bins above ground level. The facility has designated fright elevators to move the bins.

Question 11: Is there sufficient and appropriate parking for our truck at each location for the time it will take to perform the work?

Government Response: Yes, there is sufficient parking at the loading dock.

Question 12: Please confirm that removing and returning bins does not involve negotiating any steps.

Government Response: The contractor will not have to use any steps when removing or returning the bins.
