About this file

This document includes a request for information response and federal contract opportunity notice. The request for information response provides answers to questions about exterior station wayfinding signs at a VA medical center, clarifying requirements for new sign cabinets, LED manufacturers, sign depths, and trenching versus boring for electrical runs. The related federal contract opportunity is a presolicitation notice for the exterior station wayfinding construction project, setting it aside for Service-Disabled Veteran-Owned Small Businesses and providing the solicitation number, opportunity type, small business size standard, estimated value of $250,000 to $500,000, and point of contact information.

436-18-110 Exterior Station Wayfinding – Construction

1. Monument sign indicates to refurbish existing sign face. Please confirm if just the panel is to be replaced or if new sign can, panel and LED’s /LED retrofit is required. If only the panel is to be changed will replacing the existing bulbs, or an LED Retrofit upgrade be required?

New sign can, panel, and LED retrofit is required.

2. There does not seem to be a specific supplier called out in the specifications. Please confirm.

Contractor is to follow performance specifications and can choose manufacturer based on that.

3. Are there any externally lit signs on the project or are all to be lit internally?

All signs are internally lit.

4. Are existing cabinets able to be reused and repainted per the color specifications?

No, new cabinets are required.

5. Is there a specific LED manufacturer or brand required? Please clarify.

Follow performance specifications based on sign visibility and output. No specific manufacturer required.

6. Internally Illuminated Signs specify a 4-inch post with aluminum sheeting (I.E. E1-04.01) Generally, on a double-sided internally illuminated sign, a 4-inch depth is not sufficient to provide proper light distribution. Can this depth be adjusted to provide a better final product? Please clarify.

Yes, that could be adjusted for the double-sided signs if needed.

7. On sign message schedule, not all signs have notes indicating double sided or other. Some sign messages show (2) messages with the assumption being double sided. Please confirm the remaining signs on schedule that are to be double sided.

Double-sided signs on L6.00 are noted as such; all other signs are single-sided.

8. Would trenching across roadways etc. be accepted in lieu of boring as called out on E1.00?

Boring is the preferred method for routing electrical feeds across roadways and other hard surfaces.

VA not prescriptive for means and methods. However, would be very strict about proper trench backfill and paving patch, proper traffic control, etc. Boring was selected for road crossings with the assumption it would be competitive cost and less invasive for the facility traffic flow. Boring is favored in the interest of minimizing traffic flow disruptions as well as protecting the integrity of existing hard surfaces. Past experiences with trenching across roadways is that they are not backfilled properly and the patch does not last.
