The purpose of this amendment is to answer questions. Solicitation close date is 6/24/2021 at 14:00 MT.

All other terms and conditions remain unchanged.

1. How will the areas of failed pavement “potholes” be addressed?

Contractor can submit an RFI identifying specific subsurface damage after the milling is complete. Intent of the project is to provide new top layer of pavement. Any subsurface conditions that will degrade or shorten the service life of the overlay will be treated as unforeseen conditions. The VA specifications asphalt pavement section allows sites to use local specifications. City of Cheyenne specifications for pothole repair will be used. WYDOT specifications for asphalt paving will be used as identified in SOW.

2. Is there concrete under the asphalt? If so, will be the milling depth go into the concrete? None known.

3. In the areas where the top of existing asphalt is above the gutter lip, will we mill only 4” deep or will we mill to 4” below lip of gutter? Finished surface must align with gutters.

4. Are there any manholes or water valves in the asphalt (we did not see any)? None are within the area of work. See attached drawing.

5. If there are manholes or valves, Paragraph 2.8 States “Concrete Areas around manhole covers and valve vaults are to remain”, does that mean we do not adjust them to final grade, but mill around them? That can be very problematic paving 2 – 2” lifts with the manholes/valves above the screed on the paver. Not Applicable

6. Can the traffic run on the milled surface? Preference is to not have traffic on milled surfaces but it will be allowed.

7. Can the VA Entrance Road be closed for milling and paving in “Phase 1” followed by closing the VA Loop Road in “Phase 2”? Or, must we maintain 2 way traffic? Closing down sections of road is acceptable provided hospital access is maintained and routes are easily identified by contractor signage.

8. Can PG 64-22 Asphalt Binder be used? Approved.

9. There are existing turning stencils at the entrance of the VA parking lot off of Pershing Blvd. Do we want to include these two stencils in the bid? They are going to be thermoplastic with contrast if required to bid. Contractor needs to include in their bid all items required for new pavement marking to match what is currently marked.

10. can we close down or detour any sections of the road? Contractor can close down or detour sections of the road with prior coordination and approval from VA COR, but must ensure alternate access to main hospital entrance at all times and must include all necessary traffic control (barriers, signs, etc). East parking lot can be completely closed during the paving of the adjacent road with prior coordination and approval from VA COR. VA will also support contractor work outside of normal duty hours (evenings and weekends), with prior approval and for the convenience of the contractor.

11. There are some potholes in the area to be resurfaced. This usually indicates water has gotten under the asphalt and caused soft spots. How does the VA want to handle potential soft spots in the proposal? Contractor can submit an RFI identifying specific subsurface damage after the milling is complete. Intent of the project is to provide new top layer of pavement. Any subsurface conditions that will degrade or shorten the service life of the overlay will be treated as unforeseen conditions.
