Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO19), VISN 19, 6162 S Willow Drive, Suite 300, Greenwood Village, CO 80111.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Salt Lake City VA Medical Center is seeking to renew the IBM Micromedex software and “Cloud Service” database for a base plus four year subscription beginning on August 13, 2021. The IBM Micromedex evidenced based software and “Cloud Service” provides drug and medical information from Healthcare Centers, Pharmaceutical Manufacturers, Academia, Commercial and Red Book Local for the clinicians to access medication safety, formulary solutions, pediatric and neonatal evidence for patient safety and global drug information.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Micromedex Software, “Cloud Service” and Artificial Intelligence (IBM) technology is proprietary and integrated in the VA Computerized Patient Record System (CPRS). The Micromedex software database is accessed via the Salt Lake City’s local IP authentication as well as username/password.
The software and “Cloud Service” database technology has been approved through the Information Security Officer per VA Directive and Handbook 6500.
4. Description of market research conducted and results or statement why it was not conducted:
Market research revealed that other firms such as have their own proprietary technologies. Switching to different software would cause integration and compatibility issues with migration to the VA (CPRS) platform, thus risking delays in patient care. The IBM Micromedex technology is integrated with the CPRS platform, approved per VA Directive and Handbook 6500 besides providing the software without a break in service.
5. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide
Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
