About this file

This document contains responses to vendor questions regarding solicitation number 36C25921Q0223 for courier services between the Sheridan VA Medical Center and VA clinics in Wyoming. The incumbent contractor is DalyWorks LLC, which provides two routes - one to Gillette and one serving all other locations using a "pony express" handoff model. Pickups and deliveries are required daily to all locations to return specimens and samples for same-day processing, with the exception of overnight stays required to reach some more distant locations. The VA supplies all medical packaging materials like ice packs, while vehicle size and scheduling are negotiable. Pricing will be evaluated based solely on the total price proposed.

VENDOR QUESTIONS: SET #1

FPDS.gov under ID 36C25920P0237. Award amount was $114,570.

2. Who is the incumbent contractor?

ANSWER: DalyWorks LLC

3. Have there been any modifications from the previous contract to this solicitation? (new routes added/etc.)

ANSWER: Casper CBOC relocated during the current contract. Refer to the correct address in the solicitation.

4. How many drivers are currently being utilized?

ANSWER: There are currently two routes. One is to Gillette only and they may have a primary and back up driver. The other goes to all locations and the current service is performed in a pony express sort of process.

There are primary and back up drivers for each route.

Contractor determines what routes work for them. Drivers of the routes currently meet in predetermined locations for hand-off

(there is more than one hand-off location now) then it all gets back to Sheridan same day.

Delivery to CBOCs is currently same day to Gillette, Casper and

Riverton. It takes an overnight stay to get items to Rock

Springs, Evanston, Afton, Worland and Cody.

5. Will the VA lab staff pack the coolers for the courier? ANSWER: Yes.

i. Does the contractor need to supply smaller coolers to place in a larger container/cooler for transport? ANSWER: No.

b. Is dry ice required? ANSWER: No.

i. If so, how far in advance will the contractor be notified if dry ice is needed? How much dry ice? ANSWER: N/A

c. If the contractor is to supply ice pack and ambient packs. ANSWER: VA supplies the ice packs; not the contractor.

i. How many are needed per each cooler? ANSWER: N/A

ii. Can the refrigerants be stored at the clinic? ANSWER: N/A

6. What is the estimated number of stats that occur after-hours or on weekends? ANSWER: Zero, VA does not require contractor for after-hours or on weekends.

7. What is the turnaround time for stats to be delivered? ANSWER: No stats.

8. How many drivers are currently being used on the Afton, WY route? ANSWER: See #4 above.

9. How many drivers are currently being used on the Evanston, WY route? ANSWER: See #4 above.

10. How many drivers are currently being used on the Rock Springs, WY route? ANSWER: See

#4 above.

11. When are the drivers expected to return to Sheridan, WY with returns when doing the following deliveries?

Afton, WY 443 miles one way

Evanston, WY 473 miles one way

Rock Springs, WY 371 miles one way

ANSWER: See #4 above. Everything is expected to return same day from all locations to Sheridan. The bigger route items are generally returned between 2200 hours and 0000 hours. Gillette route returns about 1800 hours.

12. Are the estimated pick/delivery flexible so stops can be combined?

ANSWER: Refer to QU 4 above. Times can be negotiated and somewhat flexible but need to be consistent so VA can plan and allow our operations to be consistent and as efficient as possible without causing staff to stay overtime.

VENDOR QUESTIONS: SET #2

1. What was the cost of the final full option year of the previous contract?

ANSWER: Refer to QU 1 in Set #1 above. Vendors can review current contract amounts on FPDS.gov.

2. How many drivers/vehicles are currently used to service the current contract?

ANSWER: Refer to QU 4 in Set #1 above. Refer to the General section of the PWS.

3. What is the vehicle size currently servicing this location?

ANSWER: The vehicle used for the initial run is the size of a minivan. Other legs of this run and the run to Gillette are completed with smaller vehicles since the number of items dramatically decreases once Casper is delivered. Refer to the

General section of the PWS.

4. Is it acceptable to deliver supplies and laundry next-day?

ANSWER: Whatever is in the VA courier room needs to be taken that day. If it isn’t, there are provisions for reduction in payments.

Refer to PROVISIONS FOR DEFECTIVE SERVICE in the PWS. Refer to QU

4 in Set #1 above.

5. Is the offeror allowed to submit supporting documents such as insurance certificates, VA BAA, training certificates, etc.?

ANSWER: VA is not considering pickup less than M-Th. The main reason for the courier is to return specimen/samples from the outlying clinics to the main facility for testing/processing. Alternating days would severely limit

Veteran care. VA does not plan on alternating days at this time.

Refer to the General section of the PWS.

6. Regarding specific employees information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard

Training (HIPAA) Certificates-Procedures for your reference.

ANSWER: This is a statement and not a question. Refer to Addendum to FAR 52.212-1 Instructions to Offerors and FAR provision

52.212-2 Evaluation – Commercial Items.

7. Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this

Pricing Realism chart with our Price response?

ANSWER: No. Refer to FAR provision 52.212-2 Evaluation –

Commercial Items and the required documents under Addendum to FAR

52.212-1 Instructions to Offerors. The only evaluation factor is price. If the evaluation process changes then all vendors will be allowed fair opportunity.

VENDOR QUESTIONS: SET #3

1. It is pretty difficult to service all of the locations on the same day. Is it possible to alternate days that the locations are visited or visit them every other day?

ANSWER: No. Refer to the Specifications section of the PWS. Refer also to QU 11 in Set #1 above.
