About this file

This document contains a request for information (RFI) and details regarding a federal construction contract opportunity for MRI site preparation at a Veterans Affairs medical center. The RFI addresses questions from potential offerors regarding noise restrictions, work hours, and the scope of removing an existing quench vent. The related federal contract opportunity is a presolicitation notice for a $1-2 million construction project to demolish and rebuild an MRI suite and control room. The work must be completed within 300 days of award while keeping the adjacent MRI suite operational. The solicitation will be set aside as a service-disabled veteran-owned small business set-aside. The project is being conducted by the Department of Veterans Affairs Veterans Health Administration VISN 19.

RFI #4

78) During yesterday’s Site Visit, Mr. Wilson stated that construction activities that create loud noises and/or vibrations are to be performed after normal working hours. Our question is two-fold: 1) What hours would be considered “outside normal working hours”; AFTER 6:00 pm and

2) As most construction activities tend to create some level of noise and vibrations, which activities are to be performed outside normal working hours? ANY NOISE THAT DISTURBS OUR PATIENTS OR STAFF AT ANY LEVEL There is additional costs associated with performing work outside normal working hours, so it’s important for offerors to be given a reasonable understanding of what the requirements will be post-award. IT IS VERY IMPORTANT ALSO FOR

THE CONTRACTORS TO REALIZE THIS IS AN ACTIVE HOSPITAL WHEREAS THE PATIENT CARE

COMES FIRST AND FOREMOST

79) What is below this work area? Is it offices or operating rooms? IT IS OFFICES, EXAM ROOMS, AND HEARING TESTING AREAS, THUS THE NOISE WILL BE A SERIOUS CONCERN

80) Once contractors install our temporary ICRA partitions, are we going to be able to work within the space during normal working hours if there are patients in the space as well? YES, PROVIDED THE NOISE CONCERN IS RESOLVED If not, please provide the number of days that Contractors should account for downtime and/or second/third shift work.

81) Mr. Wilson stated yesterday that the site visit was mandatory and that if contractors were not present at the site visit, they couldn’t bid the project. Will the VA please confirm this statement, and provide the sign-in sheet as well? MY STATEMENT WAS CLEAR, THAT THE VA STAFF HERE IS TRYING TO MAKE IT MADITORY FOR ALL SITE WALKS, I ALSO STATED THAT I WAS NOT SURE IF THIS PROJECT IS ONE OF THE FIRST TO BE DONE THIS WAY. THE SITE VISIT IS NOT MANDATORY

FOR THIS SOLICITATION

82) Some question has been posed regarding the existing quench vent noted to be removed from the MRI 1 -103 existing unit to be replaced. The following information is provided.

1. The existing quench vent for MRI 1 103 is to be eliminated in its entirety. No section will be left “abandoned in place”. Where the vent penetrates floor and wall structures, remove all pipe, hoods, flashings, etc…patch that opening in kind to match the existing finish (i.e. concrete slabs, brick exterior walls, etc…)

2. The new quench vent will be installed per the final 100% construction documents dated 1/22/21.

3. The existing quench vent (to be removed) routes as follows:

a. The quench vent from MRI 1-103 leaves the existing the MRI unit vertically through the ceiling, turns east exiting the MRI room into the corridor where is turns south to a point near grid line “G” where it runs vertically to the 3rd Level. From there is runs east again, turning south, to where it exits the building. The vent exits the exterior wall approximately north of Air Handling Unit (AC8A – GC to verify actual unit number).

b. Estimated total lineal footage of run, including vertical distances is 130 lf. This is the engineers estimate, the GC will verify lengths for his purposes. No addition costs will be entertained after bidding and the contract is signed.

c. As the quench vent runs, the GC will need to address the needs to satisfy the ICRA plan submitted to the COR.
