About this file
This document contains responses to questions regarding a solicitation for construction services to prepare two MRI suites at a Veterans Affairs medical center in Oklahoma. The solicitation will require demolition and construction work to revise one MRI suite and control room, while keeping a second MRI suite operational. The period of performance is 300 calendar days from notice to proceed. The estimated value is between $1-2 million. This opportunity is set aside for Service-Disabled Veteran Owned Small Businesses. The responses clarify that past performance from subcontractors can be included, up to two projects can be submitted for evaluation, and CPARS reports are acceptable instead of past performance questionnaires.

1. Both project site visits are listed for 9 AM on Monday. I assume we will do both consecutively.
Yes
2. While we understand the current solicitation does not allow past performance information from subcontractors, in order to expand competition and allow otherwise qualified SDVOSB offerors to submit, would the VA please consider allowing Offerors to utilize past performance from key subcontractors? This would ensure not only otherwise qualified offerors would be able to submit, but also allow the VA to review and evaluate the subcontractors who will have meaningful involvement in the project. The solicitation DOES NOT restrict submitting past performance by subcontractors. As per the solicitation Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror.
3. Will the VA please allow projects that are in progress (>25% complete) to qualify for Factor 1?
The requirement as stated in the solicitation allows for a better overall view of a contractor’s performance. The requirement stays as posted.
4. Factor 1 does not appear to quantify how many projects should be submitted. We apologize if we’ve overlooked it, but would the VA please consider capping the submitted projects to no more than two submitted projects? This requirement also allows the evaluation board a better overall view of a contractors past performance. The requirements stays as posted.
5. Please confirm what contents should go within the 30 page limit of the technical proposal. Our understanding is only the project write-ups, is that correct? We understand the past performance questionnaires are not part of the 30-page limit, but is the cover letter, or table of contents part of the 30 page limit? Are there any other submission requirements other than the project write-ups? The evaluation factors are past performance and price no other factors will be evaluated other than the Special Standard of Responsibility. It is up to the offeror to determine what they need to submit.
6. Would the VA allow interim CPARS evaluations in lieu of submitting the Past Performance
Questionnaires? CPARS are acceptable as past performance. CPARs will be accepted and evaluated to determine if they are relative in accordance with the criteria as stated in the solicitation.
