Q&A Temperature, Humidity, and Pressure Monitoring System 36C25920Q0701
1. Are you allowing a site walk prior to submitting bids? The facility can support a site visit, but numbers need to be minimized as much as possible and no one will be allowed to enter the facility if your have a fever, flu like symptoms, or have a know exposure to COVID-19.
2. One of my bigger questions is around the pressure monitors. Depending if we’re to provide the actual minihelic sensor (with display or without) or connect to your existing sensors can effect install logistics and cost. The locations that require pressure sensors will require new sensors. Existing sensors are not to be used.
3. Are you requiring NIST certificates with your system install and/or IQ validation. NIST certificates will be required will all Laboratory sensors.
4. ID best locations for Base Stations and repeaters in case there’s 115v power necessary. Location of Base Stations and repeaters is to be determined by the manufacturer’s requirements. Contractor responsible to ensure that the system if fully operational at completion of install.
5. Would a Wi-Fi solution be an option, versus using base stations and repeaters? Wi-Fi solution is an option, but contractor is responsible to ensure that the system if fully operational at completion of install.
6. How many CBOC locations are there? Five.
7. What diameter of miles encompass all the CBOC locations? Within approximately 75 miles.
8. What is the temperature range required for the NIST temperature probes? Freezers (-62 °C) – (0 °C), Refrigerators (2 °C) – (8 °C), Incubator (35 °C) – (38 °C), and rooms (20 °C) – (24 °C).
9. After the initial calibration and installation, how many years of onsite calibration is being requested to quote? Up to Five years with each year being an option year.
10. Is onsite calibration required for the humidity sensors? Calibration is required.
11. Do the sensors need to be powered with AC power and have battery power as a backup? AC power or battery power is acceptable both are not required.
12. Would a combination internal temperature and humidity transmitter be acceptable? Yes.
13. Can you clarify for the 122 each probes, the temperature range they will be monitoring? Range is dependent on the location. Total range is approximately (-65 °C to 30 °C)
14. Can you please provide a listing, by type of equipment and room, to be monitored? For example: 95 refrigerators, 25 freezers, 3 incubator (temp and CO2) and 40 differential pressure sensor? (76) Room Temperature, (75) Room Humidity, (68) Room Pressure, (67) Refrigerator Temperature, (23) Freezer Temperature, and (4) Incubators.
15. Can you list “vendor to provide system validation upon completion of installation” or clarify what type of post-install testing should be performed, per customer request? Devices need to work and reporting system report so that VA staff can see each sensor remotely and receive alerts when temperature is out of range prior to contractor leaving station.
16. What type of warranty is expected for the system? Five year warranty all parts and labor.
17. What type of service contract is expected to be included in the bid responses? 24/7 phone support, onsite parts and labor, etc. and how many service visits must be included in that contract. Unlimited visits to ensure proper functionality and any improperly functioning equipment may be expected. Expectation is as listed in question.
18. If this system is to be locally-hosted, and will reside on the DoD network, does it have to have an ATO per the RMF? This is to be locally-hosted via the VA network and TRM approved system.
19. What does their current system lack that they are trying to ensure is included in this proposed system? Current system is non-functional and outdated.
20. Does the vendor or the site perform additions to the current system and what model would be ideal moving forward? Functioning TRM approved remote monitoring system to monitor, track and report alerts for Temperature, Humidity, and Pressure.
21. What are you looking to monitor with the pressure monitors, i.e. clean rooms? Rooms that are required to be positive or negative per codes or standards. These rooms include clean supply, soiled utility, and other code regulated areas.
22. Do you have any layouts/drawings or a table that shows the number of equipment at each location/area of the facility? A site visit will be coordinated, and details included in RFQ Amendment 1.
23. Can a layout of the main campus and outpatient clinic be provided with dimensions? Location of devices required? A site visit will be coordinated, and details included in RFQ Amendment 1.
24. Is the monitoring software to be Cloud or Server? Both are acceptable.
25. Is the monitoring system to reside on the VA Network? Yes.
26. What existing VA infrastructure is available? i.e. 120VAC, Ethernet ports Power and ethernet is available.
27. Are the pressure monitors Differential Pressure monitors? If so, measurement range? These are differential and will be 1 to -1 iwc.
28. Can the Government provide the unique number of rooms which require the installation of sensors? 105
29. Is Wi-Fi service available in all areas where monitoring is to take place for the main campus building and the outlying Community Based Outpatient Clinics? Yes.
30. Page 6, Base system requirements:
a. The listed items do not clarify the monitoring requirements. Can you specify number of facilities, what is to be monitored within each facility?:
e.g. How many rooms, freezers, refrigerators etc. and what points are required?
See questions 13, 14, and 28.
b. Is a local system (on your network, or standalone) or a cloud-based system preferred? No preference.
31. Will the loggers/sensor be used indoors (office, school, home), in an industrial setting (manufacturing/factory) or in an outdoor environment? Indoor Hospital.
32. Will the loggers be used all on the same site or will these be used at multiple sites? If multiple, how many sites and how many sensors/site? Same site.
33. Pressure – are you looking for atmospheric pressure (outdoor) or more of an indoor differential pressure? Differential pressure.
34. In the Description section under 2. e. states, “Contractor under this agreement shall provide onsite calibration services for the temperature monitoring probes for the Eastern Oklahoma VA Health Care System (EOVAHCS).”
a. Can the probes come pre-calibrated or do they need to be calibrated onsite during the initial installation? The must be calibrated, location is critical.
35. What is the number of buildings that will have units installed for this project? One building that has been expanded several times since 1923.
36. What is number of floors in each building? Six.
37. Do we know temperature ranges of various lab equipment that is to be monitored? See question #8.
38. Do the NIST Traceable pressure monitors refer to differential pressure monitoring, or a different pressure monitoring? Differential.
39. Are the 128 temp/humidity transmitters for ambient room monitoring or monitoring inside equipment? Both.
40. Is a cloud server acceptable? Yes.
