2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
• A procurement for VistA Chemotherapy Manager small hospital perpetual software license and annual subscription maintenance and support (base plus 4 option periods) for a total estimated cost of $205,156.82.
Base Period: $23,744.27 05/1/2020-9/30/2020 Option Period 1: $42,089.70 10/1/2020-9/30/2021 Option Period 2: $44,194.36 10/1/2021-9/30/2022 Option Period 3: $46,404.14 10/1/2022-9/30/2023 Option Period 4: $48,724.35 10/1/2023-9/30/2024
This request is for the continued use of the software that is currently installed. This software is used by the Oncology Department and Pharmacy Services to improve patient safety.
• VHA VAMC Cheyenne, WY has a brand-name requirement for the VistA Chemotherapy Manager small hospital annual limited software license and training for prevention of medication errors. This software is focused on patient safety and ensures that order sets are integrated, complete and that dosing is appropriate; it is classified as a life-critical system.
The lack of such a software could result in serious injury to the Government.
3. Unique characteristics that limit availability to only one manufacturer, with the reason no other manufacturer can be used:
• Document Storage Systems Inc (DSS) develops and supplies integrated enhancements to the
Veterans Affairs VistA system and specializes in healthcare IT solutions that improve quality https://www.acquisition.gov/?q=/browse/far/13

Revision 01 Eff Date: 04/23/2018 and productivity. DSS is the developer of VistA Chemotherapy Manager software and owns proprietary rights to the software.
• DSS owns the software and the VA owns the data rights. There is no other company that can provide this software and/or training due to proprietary rights.
• DSS currently has multiple national contracts with the VA including 3 within VISN 19. The VistA Chemotherapy Manager software and training were developed for the VA and are the only users of this product. The Vista Chemotherapy Software is the only software that will integrate with the VA VistA program.
• Acquisition of new software system will require modification in order to integrate it with the VA VistA software system. It will also require training for all personnel using the software system. The implementation of a new software system will increase the implementation time and add extra costs.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted, and it was found that Vista Chemotherapy Manager software can be procured from 4 different sources. They are listed below.
• SEWP V vendor: GMC TEK, LLC: Contract NNG15SC76B ( Minority Woman Owned and Hub Zone
Small business)
• SEWP V vendor: Minburn Technology Group, LLC: Contract NNG15SD34B ( SDVOSB)
• SEWP V vendor: Sword and Shield: Contract NNG15SD90B ( Small Business)
• DSS (Manufacturer)
5. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
