Questions and Answers
1. P. 6, Minimum Container Physical Properties and Attributes. With regard to “Reusable”, is this required for all sharps containers described on page 8, and for all locations detailed on pgs. 9-12? Or are one time use containers acceptable? The item that would not be required for disposable containers would be the system identifier to track usage, they of course aren’t reusable, and disposables are not required to be sanitized or sterilized. All other noted properties and attributes would be required if the container is reusable or disposable. Some locations under the SOW will require the use of reusable containers while other locations require disposable. Locations and their requirements will be provided.
1. P. 7, Location and Pickup Times, RMR VAMC. If pickups are increased to twice daily without an amendment, how will the increased pricing to cover the increased frequency be officially approved? This verbiage was added at the time of activations when utilization within the new facility was unknown. Current services are meeting the facility need so I do not anticipate a need for twice daily pick-ups at this time. If twice daily did become a requirement, the request would be made to the vendor, pricing for increase would be provided to VA and Contracting, VA and Contracting would determine if the adjustment could be made based on the quote received, if quote is acceptable by VA and Contracting; vendor, VA and Contracting would have to agree to the change of services in writing. Increased services would begin on agreed upon date.
1. P. 8, Installation and De-Installation. Are there existing wall mounts that can be used or will each wall mount need to be disassembled and reinstalled? There are existing wall mounts that were provided by the vendor. Vendor may or may not want all or some of their mounts/brackets back. Incoming vendor should anticipate that disassemble and a install will be required unless they can work an agreement with current vendor to take over the mounts/brackets that are currently in place.
1. P. 61, 3., Price. Since bidding is restricted to SDVOSB entities, and the value of the contract will exceed $10,000.00, bidders who intend to use a non-similarly situated subcontractor must carefully calculate their bid to be in compliance with the Limitations on Subcontracting. This means that after negotiating a reasonable fee with said subcontractor, the bidder must essentially double that fee so as not to run afoul of the regulation. Has the market research and funding request for this restricted competition taken this into consideration so that the determination of fair and reasonable pricing is conducted in full context of how a bidder must compose his/her offer? Will leave for Contracting to answer this question.
1. Is there an opportunity to do a walk through of at least the RMR VAMC for this bid prior to submitting the final proposal? Is there an opportunity to do site visits to the smaller locations? EMS can accommodate a walk through for RMR, time permitting. Visits to smaller locations can also be accommodated time permitting as to not delay launch of contract.
1. Is a (tractor) trailer required to be staged at any of the locations? Staging of a tractor trailer at any locations is not required however vendor must be able to remove containers as required by the SOW. Some locations do not have a lot of secure storage meaning full sharps once pulled must be removed from the location by the vendor. Leaving full sharps containers in any location that is not secure is a JC finding for the facility and is not allowed.
1. Would it be possible to split this solicitation and bid in order to separate the hazardous pharmaceutical waste from the biohazard medical waste? This solicitation does not address hazardous pharmaceutical waste.
1. Is there adequate parking at each site to allow execution of the work to be accomplished? What type of vehicle is vendor anticipating to use for services? There is parking available for vendor use.
1. Is there a current contract for the work being solicited? Yes
8. If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number). 36C25919P0200
8. Please provide the name of the incumbent contractor NEIE
8. Please provide the annual contract amount. $230,000.00
8. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill # 36C25920Q0076? If not, please explain how the work will be different under this solicitation. Yes
8. How long does it take for the incumbent to perform the weekly service at the main locations? Performance is in accordance with the PWS.
1. Pueblo locations are installed with the reusable sharps currently. Is it the intention of the VA for them to stay installed or will they be uninstalled and go back to disposable? Pueblo Clinic will go back to disposable. Pueblo CLC will stay as it is with the reusable and the KRBX box.
1. There is listed under one of the CBOC’s a 5gl disposable container. I have never purchased that for the VA so can they provide the manufacturer and or product number? Which CBOC is this referencing?
1. The solicitation calls for the carts to be removed from the facility after service, however there is a dirty room for them to sit until pickup. Is the VA asking for them to be removed after each service Monday thru Friday, or leave it as it is? For facilities where there is adequate and secure storage for the carts, the carts may remain on site until pick-up. If adequate and secure storage of the carts is not available, they are not allowed to remain on site unsecured and will have to be removed after collection of full sharps containers.
1. The current technician is servicing room to room, however the SOW is asking that he pickup and drop at Satellite areas around the hospital. Is it the intention of the VA to have the tech service each room? Correction to PWS has been completed and will be submitted as an amendment by Contracting. Intention is to have technician service every room for the facilities with the room to room services identified. Room to room services will be required for RMR, Aurora Clinic, Jewell Clinic, Rose Clinic, Golden Clinic, Colorado Springs Clinic.
1. The solicitation mentions training but it sounds like for the contractor more than the VA. Does the VA require in service type of RMW/DOT training? Vendor determines how training is provided to their employee. VA only requires that the Education and Training Requirements be met.
1. Disposable containers can be provided to the hospital. However we will do not know how many they will actually go through each month. With that said, we can provide the cost for the containers but can’t quantify that into a monthly cost. How would the VA like for us to provide that information? The cost for each container size listed in the PWS. Estimated quantities per location are being established as this is a new option being looked at under this contract.
