QUESTION
ANSWER
1
Has any benchmark RF testing of the specified parking garages been conducted? If so, how recently and can that test information be provided?
No recent RF testing has been completed for the parking garages.
2
Was an anticipatory iBwave design created for the targeted expansion areas? If so, can that be provided?
Not yet. The current iBwave designed will be shared upon award.
3
Is the existing DAS a BDA-fed system?
Yes
4
Is the requirement to extend the existing DAS into the expansion area only – that is, into the specified garages?
Yes
5
Can as-built records and OEM information on the existing DAS system be provided?
This is still in discussion with CO. Upon award it will absolutely be shared.
6
Are drawings and square footage information for the expansion areas – the specified parking garages – available?
Yes.
7
Which of the specified parking garages have conduit (with available space) in place from the current DAS “footprint” for cable installation?
ECHCS anticipates additional conduit will need to be ran between the Telecom Rooms and the roof possibility.
8
What is the name of the incumbent DAS contractor?
There isn’t an incumbent for the expansion. The system was installed by Mountain Wireless.
9
Has the incumbent DAS contractor performance been acceptable?
Yes.
10
Is paging the only public safety service to require augmentation in the specified garages?
There is no public safety service on this particular DAS.
11
Is paging augmentation needed only for the specified garages?
Yes.
12
What are the paging frequencies which require augmentation in the specified garages?
-700 Mhz, 850 mhz, 1900Mhz, 2100Mhz, neg -85dBm/-95dBm RSRP and 2500Mhz,-98dBm RSRP(Spirit) 900Mhz paging -93dBm RSSI.
13
Does the current DAS provide paging signal augmentation for the current DAS “footprint”?
Yes.
14
What type of installation required as that was not mentioned? There are two main DAS types, passive and active. Passive DAS is less complicated and will often meet most cost requirements, especially for a project this size. Passive DAS also works with multiple WSP without needing to get providers involved. Active DAS is the other option, but is more costly to install considering the nature of the equipment that will be needed. Active DAS works per provider so you are going to need individual equipment for each provider. As well as fiber cables will be required compared to the coax for Passive DAS.

Both Active and passive parts will be added to the already existing components. Expectation of active components is to install remote amplifier units (RAU) with connection to AC power & grounding to a new or exiting CO Buss bar, installation of hybrid combiner, installation, termination and testing of the RF path between RAU and coupler, and installation of fiber between RAU and FTP.

Expectation of passive components being installation of conduit pathways, coax and connectors, passive enclosures, passive components, and antennas.

What are your plans with regards to boring? How do you want that priced?
VA doesn’t anticipate needing boring with this expansion. But it would be the responsibility of the contractor
16
Will there be a walk to clarify this scope of work?
Site visit was at 10:00 am on September 19, 2019, this information was in the solicitation. There will be no additional walkthroughs prior to award.
17
Have the carriers approved your plan of adding the remotes to the existing sectors? Would we need to lead that conversation?
Yes, the contractor is expected to lead any conversations with the carriers.
18
Will there be a bid walk?
See answer to question 16.
19
When will you be providing the original iBwave?
Yes, upon contract award.
20
Do you require any concealment of the equipment?
The remotes need to be located in the Telecom rooms, and any cable/coax needs to be in conduit.
21
Any zoning requirements that you are aware of?
No, VA doesn’t anticipate the need rezone anything, however, that is based on design from the contractor.
22
With regards to the light poles, have you identified specific poles that need to be used?
Must match existing light poles with color and articular appearance.
23
With regards to the due date of 9/24, would you consider an extension?
There will be no extension granted, this is a fiscal year 19 funded project.
24
It seems we missed the bid walk but may be able to price the expansion off the prior design CD, and AS built. Would it be possible for one of you to send those Docs my way via email as well as any walk notes from today?
But all iBwave forms and as-builts will be provided upon award.
25
Are the original iBwave / constructions drawings for the DAS available?
Yes.
26
Are the construction drawings / building layout for the VA facility available?
Yes.
27
How many additional zones are we adding?
No, VA doesn’t anticipate additional zones to be added. However, it is dependent on the contractor’s design proposal upon award.
28
Does the public safety repeater also have to feed these new extensions? If so, then where are these repeaters currently located?
There are no public safety repeaters with this DAS, purely cellular.
29
Are there chases from floor to floor in the parking garage?
No.
30
If we have to core drill will it require xrays?
Yes.
31
How tall is the ceiling in the parking garages?
Varies upon floor and is available on the as builds attached.
32
Will the coax / fiber need to be ran in pvc, emt, or rigid conduit.
Emt unless 152,153 please refer to solicitation, any location subject to vehicular impact.
33
What are the work times allowed? Will we need to complete this work on a 2nd or 3rd shift?
Ideally, mostly business hours. However, dependent on plan for the conduit runs in the parking garages, there may be a need for some work outside normal business hours.
34
Are we providing the circuits for the remotes? Who is providing power for the remotes?
VA electricians will be providing power 120V or 240V within the Telecom rooms.
35
Do all components in the exposed garage area need to be encased? (i.e. splitters, antennas, etc.)
Yes, antennas can be mounted into junction boxes.
36
How many strands of fiber will be provided and to what locations (point to point)?
See statement of work in solicitation, two strands of fiber will be provided for each remote.
37
Can you provide floor plans?
Yes.
38
Can you provide as-builts for the existing system we will be tying into? (BIM Model/REVIT)
PDF will be provided BIM model will be provided upon contract award.
39
Will you provide 2 to 4 business days once we receive the floor plans and as-builts to give you an accurate bid?
No.
40
Can you identify the number of floors in each garage?
(PVN, PSN each have 6 floors), PVS has 2 floors.
41
5 remote groups (1 in PVS, 2 in PVN, PSN), where is the additional remote group
You can’t add. 1 in PVS, 2 in PVN, 2 PSN (1+2+2=5).

VA isn’t anticipating any need for bonding.
45
Does all active equipment need to be installed in TRs?
Yes.
46
Please provide required RF bands, Bandwidth, detailed signal Level requirements and per WSP power allocation?
700 Mhz, 850 mhz, 1900Mhz, 2100Mhz, neg -85dBm/-95dBm RSRP and 2500Mhz,-98dBm RSRP(Spirit) 900Mhz paging -93dBm RSSI.
