The purpose of this amendment is to answer questions.
Mary Emily Good
1. What are the specific physical boundaries of the work to be performed? Does the bid include the VBA building and grounds, the areas of new construction along Eschenburg Lane on the south side of the facility, the boulevard trees on Honor Drive from the East entrance (Using building plan map directions) westward and if so how far, etc…. We have done work for more than one “entity” on the fort, all with different billing accounts. Sometimes the boundaries between these are a little vague.
Answer: No VBA and the newly removed historic quarters are not included. Map included for more clarification.
1. Section B.1.7 It appears from this section that you are seeking a five year plan for dealing with all of the trees within the work area starting with the “historical trees” , high risk trees, and then working down a list of priority based on need. By historical trees I assume you a referring to the large Populus albas (Silver leaf poplars – same genus as Cottonwoods, but not the same) along the boulevards. Is this correct? If so, please note for future reference that there were ISA TRAQ certified risk assessors present at the Saluting Branches Field Day event held at the facility last fall. These assessors were discussing the state of these trees and remarking that more than a few of them should be removed due to their condition and location. It will likely be recommended that you remove a number of these trees during the five year period by whatever company wins the bid.
Answer: Removing them is ok, if recommended by an arborist. The intent of this request was to have a specialist make those recommendations, have some measurable data to evaluate them against for pruning, and knowing that we have a lot of trees that need a lot of work, and allowing that to be done over the course of the entire contract.
1. Section B.2.c.iv Is it acceptable that the Certified Tree Risk Assessor be a contractor to the company being awarded the bid, or does he have to be a direct employee?
Answer: May be a contractor.
1. Section B.2.IV Is there any flexibility in the requirement that ALL of the pruning crew be certified arborists? We have one on each crew, but not every crew member is certified.
Answer: That is allowed as long as the certified person is with the non-certified crew members.
1. Is there a plan in place for planting replacement trees for the ones that my company has removed in recent years as well as the ones which will be removed under the proposed plan? White Poplars do not have as long a life span as people often think and core rot as well as boring insect damage are a very common problem with these trees.
Answer: It has been discussed and is gap in our operations. Will be discussed this Spring for design. Saluting Branches has offered new trees and so have other service organizations.
