1. Is there existing AV equipment on site? No there is no existing AV equipment on site, the previous occupies had AV equipment but it was all has removed including all wiring.
2. Is there a need for inventory tracking ? Yes, must have Inventory management capabilities as well as calendar, scheduling function.
3. Is there an integration requirement with SimLEARN (Headquarters in Orlando, FL) No, there is no integration requirement with SimLEARN Headquarters.
4. Is there a compatibility requirement with existing SimLEARN Enterprise simulation learning management system(s)? No compatibility requirement.
5. Will the AV be acquired as separate requirement? The contractor shall procure all AV equipment on the same requirement.
6. Will a single contractor procure, install and manage 100% of all equipment and software? Installation Requirements The Installation requirements are:
0. The Contractor shall procure all equipment and services necessary for the complete installation of the Simulation Control and Audio/Video system at the Bioscience East Building. The Contractor will not be responsible for:
0. Providing network switches. If network switches are required as part of the system hardware installation, the VA will provide the required switches. It will be the responsibility of the contractor to determine the switch performance requirements and provide those details with the proposal response.
0. Running network cabling to the various POE devices from the IT closets. The contractor will be responsible for providing a detailed requirement of needed cable runs and where the cables should be terminated at in each room. The contractor will make all final connections to the simulation control and AV recording systems.
0. The Contractor shall perform all Installation and Configuration necessary to complete the work and bring the system into service. All installation activities shall be executed in accordance with the detailed project plan and schedule. The Contractor shall perform the installation in accordance with the technical requirements outlined in this document.
0. The Contractor shall install, verify, and validate the technical requirements identified in this document. The COR will inspect and approve the Contractor’s work performance before VA acceptance is granted for the Simulation Control and Audio/Video system.
0. The Contractor shall submit an installation and configuration plan for approval by VA. Plan will be submitted within 30 days of the contract award.
0. The Contractor must comply with all relevant standards and building codes including but not limited to:

Request for Quote (RFQ) #: 36C25919Q0629 Simulation Control and AV System – Rocky Mountain Regional Medical Center
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested for the Simulation Control and AV System for the Rocky Mountain Regional Medical Center. The Government reserves the right to make no award from this solicitation.
* The deadline for all questions is 5:00pm MST, September 13, 2019 All questions must be submitted in writing no later than the question cut-off date marked above. All questions will be answered officially through an amendment to the solicitation.
** Quotes are to be provided to Loretta.Schmidt@va.gov no later than 5:00pm MST, September 17, 2019.
Quotes shall not be hand carried. Faxed quotes shall not be accepted. Quote submittal to Loretta.Schmidt@va.gov is the only method of submitting quotes. The Government reserves the right to make award solely on initial Quotes received. Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. This RFQ shall be completed in its entirety, and signed and dated, failure shall not be considered for award.
1. This is a Request for Quote (RFQ) and the solicitation number is 36C25919Q0629. The government anticipates awarding a firm-fixed price contract resulting from this solicitation.
1. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05 effective August 13, 2019.

1. Description of Requirements for the items to be acquired: See attached Statement of Work.
1. Delivery and acceptance are to be F.O.B Destination (FAR 52.247-34) at the VA located in Aurora, CO.
1. 52.212-1, Instructions to Offerors--Commercial ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL
7. Gray market items are Original Equipment Manufacturer (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable.
7. Offeror shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.
7. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
7. Offerors providing an “or equal” product(s) must adhere to the terms in FAR 52.211-6. If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must— Meet the salient physical, functional, or performance characteristic specified in this solicitation;
Clearly identify the item by- Brand name, if any and Make or model number, Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.
The contracting officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the contracting officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation
7. Any award made as a result of this solicitation will be made on an All or Nothing Basis.
7. State if quoted items are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract.
7. If the acquisition is set-aside for SDVOSBs/VOSBs, their socioeconomic status must be VIP verified and visible in the VA Vendor Information Pages (VIP): https://www.vip.vetbiz.gov/ at the time of quote submission AND award, or will be considered non-responsive, and will NOT be considered for award.
7. Offerors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. If such contact occurs and found to be prejudicial to competing contactors, the offeror making such contact may be excluded from award considerations.
7. All proprietary information shall be clearly and properly marked. If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror’s page limitations unless otherwise indicated in the specific volume instructions below.
7. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote.
7. Submission of quote shall include the following: (I) Price (II) Proof of Meeting the Special Standards of Responsibility
Volume I – Price (utilizing format of paragraph (v) above)
Price - The offeror shall complete the pricing schedule provided in Section (v) above: Price/Cost Schedule.
Volume II – Proof of Meeting the Special Standards of Responsibility
The offeror must provide proof of being an authorized distributor of the manufacturer’s products being proposed with the capability of performing all requirements of the Statement of Work.

1. 52.212-2, Evaluation--Commercial Items ADDENDUM to FAR 52.212-2 EVALUATION—COMMERCIAL ITEMS:
(a) This is FAR Part 13 acquisition utilizing Price-Only with Special Standards of Responsibility. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and special standards of responsibility. The following factors shall be used to evaluate offers:
Price – The Government will evaluate offers by adding all line item prices - the Total of All CLINS will be that sum. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet the special standards of responsibility shall not be selected regardless of price.
Special Standards of Responsibility – The offeror must be an authorized distributor of manufacturer’s products being proposed with the capability of performing all requirements of the Statement of Work.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(c) All Offerors are advised that, in the interest of efficiency, the Government reserves the right to conduct the review in the most effective manner. Specifically, the Government may first sort the quotes of all Offerors by price from lowest price to the highest. Thereafter, the Government will review the special standards of responsibility of the lowest priced quote only. If the lowest priced Offeror’s special standards of responsibility are determined to be acceptable and meets the requirements, the Government may make award to that Offeror without further reviews of the remaining Offerors’ special standards of responsibility. If the lowest priced Offeror’s is determined to not meet the special standards of responsibility, then the Government may review the special standards of responsibility for next lowest priced quote, and so on, until the Government reaches a quote that is determined to meet the special standards of responsibility requirements.

Page i of 25 Introduction Rocky Mountain Regional Veterans Affairs Medical Center (RMRVAMC) wishes to enter into an agreement to purchase SIM EQ003 – Simulation Control and AV System for the installation and service (customer, training, support, and maintenance) at the Bioscience East Building located at 1999 N. Fitzsimmons Parkway, Aurora, CO 80045.
The contractor shall provide hardware, software and services necessary to deploy a fully functioning Simulation Control and Audio/Video system. The system will cover 12 specific rooms/areas with varying degrees of control and recording requirements.
General System Design and Planning
0.1 Basis of Design
The basis of design for the system being proposed is the LearningSpace Enterprise system from CAE Healthcare. This system or equivalent is required for the outfitting and activation of the Simulation Center. The vendor will provide a fully functional system that fully captures and records simulation events from multiple commercially available manikins.

0.2 Document Requirements
Detailed operation of the system operation with product brochures, technical date or product cutsheets.
Shop drawings clearly showing all system component placement.
Detailed component list with (speaks, cameras, audio mixers, network switches, network servers, etc.) specifications.
Technical support plan with detailed information regarding response time, troubleshooting approaches (i.e. remote, onsite, etc.), etc.
A detailed network topography clearly showing required connections and cable runs for network pathways needed to and from IT closets and data centers. Please note that any servers needed for system connectivity will be located offsite. Network switches will be provided by the VA and located onsite in a centralized IT closet.
A detailed networking component list with operating conditions and perimeters (i.e. BTUs, size, wattage, rack space needed, etc.) The list must include both contractor provided as well as equipment the VA will needs to procure separately.
A detailed document detailing the level of compatibility and integration with Laerdal, CAE, Simulaid, and Gaumard manikins. The document must include: method of capturing and receiving input and output events (i.e. wired or wireless), as well as what events will not be captured and recorded.
General Conditions
0.3 General Operation
On-Site assembly and installation of items, and performance of services identified in this document will take place during normal business hours which are defined as: 7:00am to 4:00pm Mountain Standard Time), Monday through Friday, and excluding Federal Holidays.
The vendor will protect all finished spaces and surfaces at no additional cost to VA ECHCS. The vendor will be responsible for paying for and repairing any damage or noted deficiencies to finished spaces and surfaces that occur as a result of the vendor’s (or associated sub-contractors) installation.
There are no dumpsters available for vendor use. Vendor shall be responsible for removal of all trash generated from installation.
Vendor shall provide at least two copies of user and service manual for network hardware. Electronic copy is acceptable.
0.4 Drawing Documents and Specifications
VA ECHCS will have the right to use, for all its purposes, all final design CAD drawings (including shop drawings, REVIT/CAD, or pdf drawings, etc.), specifications, and any other documentation submitted by the winning vendor at no additional cost to VA ECHCS. Awarded vendor to provide electronic source files (Visio, AutoCAD, etc.) and any associated blocks, x-references, etc. for VA use in maintaining accurate system configuration drawing files.
General Requirements
0.5 General System Requirements and Functionality
Simulation Control and Audio/Video System Overall System Requirements and Intent The Simulation Control and Audio/Video System will support the activation of a new 4,871 sq ft simulation space with 12 rooms/areas that require varying degrees of system installations as shown in attachment A. The area has a centrally located IT closet to house and route any network switches. Server locations will be offsite. All functional and technical requirements detailed in section 3.2 must be meet and specifically addressed in the proposal response.
The system will be a web-based environment designed to connect simulation-based learning environments with the management and performance assessment applications. The system must integrate with multiple manufactures advanced simulation devices (i.e. manikins), skills trainers and standardized patient programs to include Laerdal, CAE, Simulaid, and Gaumard manikins. The system must have the ability to capture and synchronize output and input events from Laerdal, Simulaid and CAE manikins. Trainee learning modules should be accessible based on Role Based Access Control (RBAC).
Live video streaming must be available to any networked computer whether on site or at an offsite location for an unlimited number of users without the need to purchase or install additional software or software licenses.
The system must include two (2) mobile systems that can interface with the main system located in the main Simulation Lab. These systems must provide both audio and video recording.
0.6 Software and Debrief Capabilities
The system must have the following capabilities associated with the software function and debriefing capabilities:
Annotate, debrief and assess event output from Laerdal, CAE, Simulaid, and Gaumard manikins.
Capture simulator data as well as synchronized video from Laerdal, CAE, Simulaid, and Gaumard manikins.
Large scale OSCE workflows A calendar and scheduling function Inventory management and control function Scenario and course curriculum authoring and modification capabilities Customizable reporting outputs The ability to record instances (inputs and outputs) of any medical or training device that are connected.
0.7 Technical Requirements
Audio/Video Requirements The system must be capable of capturing and storing audio and video recordings in 12 unique spaces that will be used to simulate healthcare environments. Cameras must have the ability to pan, tilt and zoom (PTZ) and be powered solely by POE.
A software-based system for editing the stored video must be provided. The system must be capable of playback debriefing and allow staff to edit and make annotations within the video.
The system must have the ability to self-delete any recordings not previously identified for long-term archiving and usage after 7-days.
The system must have the ability to disable any recording capabilities locally with a visual identification that the space is not being recorded for audio and video.
The system must be able to support 4K cameras for future recording capabilities.
The system must provide two-way communications from the training rooms to the control rooms as shown in attachment A via an intercom system.
The system must support up to 5 video streams per room and allow for at least one external/3rd party video stream. Additionally, the system must provide at least 10 live streams on a centralized overview display that can be customized by the system administrator. The central overview must have the ability to monitor and control rooms from a single location.
A “push-to-display” feature must be included that allows inputs from the simulation control system to any display in the Simulation Lab. This is typically performed using an IP networked video decoder connected to the display via a video input connection. A total of six (6) displays will need to be configured in this manner. Vendor will be responsible for providing any video decoding systems needed to identify the six displays on the network.
Viewers watching a live stream of a training event must have the ability to view previous recorded portions of the live stream and easily jump back to the livestream.
System Administration The system must have the ability to provide training scenario setup checklist and provide a calendar for scheduling tool for room booking.
The system must have the ability to report on usage of space, resources and equipment inventory.
The system must provide the ability for pre- and post-scenario training evaluation with remote log observation and the ability to export the evaluations to third party software suites such as Microsoft Office.
The System must fully support single-sign on (SSO) protocols.
System Connectivity System must be HTML5 Compliant.
Components such as cameras, microphones, etc. must be PoE capable (Power over Ethernet) as AC power will not be available at these locations. Specific PoE type (PoE, PoE+, etc.) and power budget requirements (example: PoE+, 30Watts) must be provided for each device so that VA provided network switches may be configured and budgeted accordingly.
The control system for advanced simulators/manikins must interface and be compatible with any 3rd party manikins such as CAE and Laerdal that have input and output capabilities.
Product Documentation The Contractor shall provide detailed product description documentation for the offered hardware and software within their proposal.
Contractor shall fill out Pre-assessment 6550 form prior to contract award. Form sample is attachment B to this SOW.
0.8 Installation Requirements
The Installation requirements are:
The Contractor shall procure all equipment and services necessary for the complete installation of the Simulation Control and Audio/Video system at the Bioscience East Building. The Contractor will not be responsible for:
Providing network switches. If network switches are required as part of the system hardware installation, the VA will provide the required switches. It will be the responsibility of the contractor to determine the switch performance requirements and provide those details with the proposal response.
Running network cabling to the various POE devices from the IT closets. The contractor will be responsible for providing a detailed requirement of needed cable runs and where the cables should be terminated at in each room. The contractor will make all final connections to the simulation control and AV recording systems.
8. The Contractor shall perform all Installation and Configuration necessary to complete the work and bring the system into service. All installation activities shall be executed in accordance with the detailed project plan and schedule. The Contractor shall perform the installation in accordance with the technical requirements outlined in this document.
8. The Contractor shall install, verify, and validate the technical requirements identified in this document. The Point of Contact (POC) will inspect and approve the Contractor’s work performance before VA acceptance is granted for the Simulation Control and Audio/Video system.
8. The Contractor shall submit an installation and configuration plan for approval by VA. Plan will be submitted within 30 days of the contract award.

0.9 Project Management Requirements
Project Management Plan The Contractor shall draft a Contractor Project Management Plan (CPMP) that lays out the Contractor’s approach, timeline and tools to be used in execution of the contract. The PMP should take the form of both a narrative and graphic format that displays the schedule, milestones, risks and resource support. The CPMP shall include the contractor’s plans for managing all subcontractors if applicable. Reporting Requirements.
This plan will be submitted for VA approval within 30 days of award.
Verification and Validation Requirement (Testing) The Contractor shall perform testing following installation to ensure connectivity between training spaces and control rooms.
The Contractor shall demonstrate functionality in each room where contractor provided equipment has been installed.
Training Requirements
0.10 Onsite Training
The contractor shall provide a minimum of two days of advanced/specialized system training to the VA ECHCS Biomedical Engineering staff, Education Services staff and Office of Information and Technology staff. Training at the minimum will include first look troubleshooting, system reboot with the full understanding of the system network.
The contractor shall provide a minimum of two days of custom training tailored to the Education Services staff’s specific use of the and basic troubleshooting procedures. This training will also include training on the mobile systems.
0.11 Offsite and Web-Based Training
The contractor shall provide ongoing training at no cost during the period that any extended warranty and licensing agreement is in place. Training will consist of web-based instruction as well as onsite training at vendor onsite locations during dates and time prescribed by the contractor. Travel expenses for training attended by VA personnel at vendor onsite locations will be at the expense of the Government.
Operations & Maintenance Maintenance and support services will begin after the installation and testing is completed and accepted by the VA project manager. Maintenance and support will be provided throughout the option year periods, if exercised by the Government. Contractor shall provide price for each option year, up to 4 years, of the Maintenance Service Contract and software licensing agreements. Operations and Maintenance support will include but is not limited to:
0.12 Licensing and Warranty Requirements
Maintenance shall be scheduled during the hours of 07:00 am – 4:00 pm, Monday – Friday excluding Federal Holidays The Contractor shall provide phone based technical support during the covered warranty and support period for normal business hours.
The Contractor shall provide on-site support covered within the warranty and support period when required by the VA within 24 hours. Travel expenses for onsite repairs and service for components and systems covered under warranty will be the responsibility of the awarded contractor. The government will be not liable for any travel related expenses.
0.13 Remote Troubleshooting and Technical Support
Remote support for troubleshooting and repairing devices will not be available. Contractor is required to provide a detail support plan that will allow for minimal downtime of the system in the absence of remote capabilities in their proposal. Details such as the proximity of qualified and certified repair technicians and responses times should be explained in detail.
Security Requirements The C&A requirements do not apply and a Security Accreditation Package is not required See attached document: Floorplan Attach A to SOW.
