Lance Davis Contracting Officer Questions submitted and Answers:

· Will the facility have staff shut down/place in test mode fire alarm system for testing of dampers? Yes, Safety Staff will assist with this! Will staff reset fire alarm system after testing? Yes

· Will the facility have staff to shut down HVAC systems during fire dampers testing? Yes, we have an HVAC contractor who controls these systems.

· Does the facility fire protection drawings (showing fire walls/smoke barriers) available with Fire damper locations? Life Safety Drawings do not display damper locations. We will be happy to provide what documentation we have from previous vendors which display locations of known dampers. We can provide life safety drawings which show smoke/fire walls and other critical barriers.

· Does the facility have past fire damper report indicating locations of dampers with no access? Yes

· Is it the intent of the Medical Centers policy (ICRA) to have containment for removing one ceiling tile? No

· Is it the intent to have containment of every damper tested? No

· Is it the intent of the contract to provide new drawing at the end of testing /inspection or the marked-up set? New, previous vendor maps were found to be wrong in some areas and maps could not be altered. Thus is why we prefer CAD mark up.

· Will the facility provide Fire Protection drawings to the contractor with fire damper location after the award, prior to conducting testing and inspection? We will provide what we have to assist. However, fire protection drawings do not depict damper locations. We have maps provided by previous vendors and will share what we have to assist the inspection.

· Does the facility have building drawings on CAD? Yes

· Will the facility provide CAD drawing to contractor to place damper locations? Yes

· Will it be possible to work after hours? There will be no one available after 4PM to place alarms in test and reset alarms after testing! Only 1 person on the facility has access to the fire alarm system to perform this task. If work needs to be performed which doesn’t involve turning off or resetting alarms, after hours work may be approved by the VA COR on a case by case basis at no additional charge to the government.

· Does the facility know location of electric breakers for fire damper electric actuators? Will staff be available shut down electric fire dampers for testing? If not will staff give location and access to electric breaker location? The facility is limited in persons authorized to the electrical breakers. Station electricians are the only VA employees allowed to manipulate electrical breakers. Contractor can be provided a set of keys for access to breaker areas as needed. Safety Officer will be available to aid in locating breakers as needed.

Additional Clarification: Pictures will be required of each damper that is inspected.
