3. Description of Supplies or Services:
The VA Salt Lake City VA Medical Center (SLCVAMC) currently uses the VHA VISTA program and its Nutrition/Dietetic capability. This VISTA function has not been updated and currently does not support patient-centered meal selection platforms or current hospital Nutrition and Food Services operational needs. VA SLC Nutrition and Food Services (NFS) site requires a computer-based food management program to modernize patient food service systems. Therefore, VA SLC Nutrition and Food Service requests the purchase of an off-the-shelf food management system which is continuously maintained and updated as needed to support current healthcare food service practices.
This system is required to manage standardized ingredients, scalable recipes, and menus; automates ordering and inventory; and streamline production. Admission, discharge, transfer, and diet order information needs to be able to transfer, in real-time, from VISTA to the new system. It should have a unidirectional interface enabling secure transfer of information from VISTA to the new system without the risk of overwriting data, security breaches or data corruption in the VISTA system. It is used for Menu planning, Inventory, Production Planning, Forecasting, Nutritional Analysis, Purchasing, Automated ordering. Refine Management, Cost controls, and Automated HACCP compliance. Supports a tally sheet that can be used for production, plus patient-specific substitutions and date-specific nourishments Perpetual inventory capability; tracking and history reports by day, week, month, year, vendor, storage location, or inventory group; All reports will be customizable. Report settings will provide the ability to filter the data. Report settings will be able to be saved for future use. All reports will have the ability to be viewed on the screen, printed, or exported to a variety of other formats such as Excel, PDF, HTML and Graphic. The required software and support are proprietary to Computrition Inc. Initial system installs, configure, test, and training will be performed at the SLCVAMC. This product will be used to provide nutritional meal tickets for patients using and ADT/OE interface with Vista. Tickets will be able to be modified for use by nutritional services in a variety of fashions, including bedside order entry. The system will also provide for production support that allows for printing of standardized recipes, tally reports, and coding for allergens.
This is required for a one (1) year base period and four (4) option years.
(4) IDENTIFY THE AUTHORITY AND SUPPORTING RATIONALE (see 8.405-6(a)(1)(i)(A), (B), and (C) or 8.405-6(b)), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.
|_| An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays.
|X| Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Computrition owns the data rights to the fully integrated HL7 interface software and the use of their combined server that allows for the functionality described in Section 3. Only this system will meet the needs of the SLCVAMC requirement.
|_| In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.
|X| Items peculiar to one manufacturer:
|X| A patent, copyright or proprietary data limits competition. The proprietary data is: Computrition HL7 interface software (If FAR 8.405-6(a)(2)iii before posting. Do not include specific proprietary data. Only mention the type of equipment, procedure, etc. to show that proprietary supplies or services are being procured.)
|_| These are “direct replacements” parts/components for existing equipment.
|_| The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
(5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.404(d) TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: The Market Research quote received from Computrition Inc. was compared to the prices of previously awarded contracts from other VA stations. The price quoted to the SLC VA Medical center is lower than most of the prices quoted to other facilities. Individual pricing fluctuates based from specific functionality required by the procuring facility. Additionally, the software was quoted from Computrition Inc’s FSS schedule, and IAW FAR Part 8, FSS contracts are already determined to be fair and reasonable. Therefore, IAW FAR 8.403 the price quoted by Computrition Inc. will be considered fair and reasonable. The determination of fair and reasonable prices will be supported through a comparison of the proposed price with prices found reasonable on previous purchases.
(6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED:
No other computer systems were identified as being utilized by the VA which were able to accomplish the comprehensive level of food management identified above in the supply and services section. Additionally, no other off the shelf software system was identified as having the comprehensive interfacing capabilities that Computrition currently has with VISTA. Lastly, additional market research was completed by utilizing VACO NFS SharePoint site to determine the number and types of software being utilized by other VA Medical Centers. The research concluded that Computrition has been successfully implemented and is being used by at least 130 individual VA sites nationwide.
(7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:
No other food management software program is available with a validated working interface with VISTA. All other requirements hinge on the software’s ability to interface with VISTA.
(8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE:
At this time there is only one company that has proven to work/interface with the VISTA system. Salt Lake City VAMC will continue to search the market for vendors that can trial/show they can interface successfully with VA systems without incurring an expense to the government.
NCO19 acknowledges the importance of protecting the integrity of the procurement system and are committed to working in manner that promotes competition to the greatest extent practicable in order to compete requirements and overcome barriers to competition in future acquisitions. The VA has and will continue to meet with industry on a periodic basis for continued input and feedback on acquisition strategies. The Salt Lake City VAMC will continue working with the NCO19 in conducting market research to identify opportunities to compete future requirements. An Intent to Sole Source Notice will be posted to www.FBO.gov before the award.
(9) REQUIREMENTS CERTIFICATION: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
