The VA received the below list of questions (RFI #16, RFI #17, & RFI #18) with our answers in red.
RFI #16 –
Vendor #1 (Original Question)
1) Invoices for the item numbers on the price/Cost Schedule: As the cost schedule is written it does not allow for material only invoicing. Due to the cost of the material it is requested that material and labor line items be built into the cost schedule. This will allow contractors to have all the material and equipment delivered and received by the VA and the local VA Warehouse. The warehouse can create a receiving report and allow the contractor to submit invoicing for all material costs. Is this something the VA can accommodate/provide a cost schedule that breaks down material and labor out?
(Original VA Response) The labor breakout could be done by building number so when one building is completed then it may be invoiced against the labor. Line Items will not be adjusted to allow for “Material Only Invoicing” as the VA will not take possession of any of the materials (except for the 250 Pad Locks) until materials have been installed and the system is functioning correctly. Line Items have been added to allow for invoicing once certain buildings have been completed.
(Vendors Additional Question) Other VA projects with a similar Scope have received Material and allowed for billing upon receipt. The material (cylinders) have unique identifying properties (serial numbers) that are only available once the product has been received. These serial numbers are imperative to the programming of the system, the Key tree, the AutoCAD, and literally every single aspect of the project in its entirety. The material must be ordered, received, documented, organized, entered into the software, programmed, assigned to doors, assigned to key holder access, and approved by the VA before it can even be installed. This is upwards of a 3-6 month process. The ordering of the material can’t wait until it is time to be installed before it is ordered. Materials of this quantity must be received by the VA and billable. Please advise.
After consideration, we the VA will receive all materials and allow the vendor to invoice, after the Door Survey and Key Survey are completed so the Contractor knows the exact number of materials needed.
RFI #17 –
Vendor #1 (Original Question)
6) Can the VA provide the locations of where all the 25 wall programmers will be mounted? We believe that the wall programmers need to be no further than 300 feet from the server.
(Original VA Response) Typically wall programmers will be placed at Facility Entry locations and will be more than 300 feet from the network switch. As far as exact placement, that is part of the Key/Door Survey conducted by the Vendor (at time of Award) and agreed upon by the VA.
Vendor #2 (Original Question)
10. Category Cabling for Wall Programmers will be required to be included in this project. Will Certified Test Results compliant with ANSI/TIA Standards be a requirement?
(Original VA Response) All installation will be compliant with, and in accordance with, the manufactures recommendations.
From new SCOPE Products required:
G. Contractor shall be responsible for delivery of 25 remote wall programmers and 25 wall mount kits; locations shall be determined during “Key survey”. Wall programmers will be more than 300 feet from the network switch.
(Vendors Additional Question) Manufacturer’s recommendations are that the Wall Programmers MUST BE INSTALLED within 328 feet of the network switch. There are 3rd party devices like media converters and Cat5 extender modules that advertise that they will extend the maximum distance on network devices, however the Wall Programmer Manufacturer will not guarantee that the 3rd Party device will work on their equipment. I have personally spoken with the Manufacturer about this in particular and they stated to me that they will not provide support on their equipment if any 3rd party device is used to extend the 328 foot maximum distance limitation. Please advise.
Once the Awarded contractor has completed the Door Survey and the Key Survey we the VA will be able to have a better understanding of distance and locations of Wall Programmers in relation to the network switch. At this time, we believe our Performance Work Statement is feasible to this design. Once the contract starts adjustments may have to be made in order to make the system function as needed. Proximity to network switches will certainly be a consideration when placing wall programmers. There isn’t an issue with placing them within 328 ft of the network switch.
RFI #18 –
Vendor 3 (Original Question) RFI#5 – What percentage of the 10,000 doors is anticipated for “Night and Weekend” work?
(Original VA Response) None, as we the VA are not anticipating any “Night or Weekend” work. Through careful planning, we believe all related work can be completed within normal operating hospital hours with little or no disruption to the day to day hospital activities. If the vendor feels “Night and Weekend” work is needed in order for the Vendor to meet phase time constraints, that will be and added expense of the contractor and not an increase to our contract.
Vendor 5 Question #2 Some nights and weekend work may be needed in order to access certain areas of the facility(s) without disruption to daily operations (page 14 of the Solicitation): Please provide a list of the areas that will require nights and weekend work?
(Original VA Response) We the VA are not anticipating any “Night or Weekend” work.
(Vendors Additional Question) With all due respect, in past projects with the VA involving the same type of work and Scope, and especially while performing electrical work and electrical shutdowns while installing Wall Programmer circuits, and pulling cable using wiring paths that went through food (cafeteria) or specific live hospital areas (surgical, mental health, etc) were mandated by the VA to be performed After Hours. The solicitation states that all After Hours work is to be absorbed by the contractor. The responses given above states “If the Vendor feels” that there will be no added expense. Please verify whether all of this type of work can be completed during Normal Business Hours, or if this needs to be completed After Hours, and/or whether this type of work needs to be determined on a case by case basis, and whether or not Change Orders for specified After Hours Work as listed in this question will be accepted.
It is the VA’s belief that all work can be accomplished during the day and that no “Night or Weekend” work will be needed. If we the VA determine that Night and/or weekend work is needed in order to accommodate certain areas or sections of the hospital we will adjust the contract at that time. The 328 ft max for each wall programmer to the network switch does not require going into ORs, MH wards, etc. This is corridor work that is allowable to do during business hours. The only restriction is in regards to the ICRA (Infection Control Risk Assessment), however this generally would not require extensive coordination.
